About this file
This is a Proposed Sole Source Purchase Form submitted by the University of New Mexico (UNM) Purchasing Department on behalf of Project ECHO at the UNM Health Sciences Center (UNMHSC). The request seeks to procure financial services from Deloitte & Touche LLP to support the ECHO Africa Office in facilitating procurement and processing expenditures across multiple African countries, including Ethiopia, Kenya, Mozambique, Nigeria, Senegal, Tanzania, and Zambia. The services include fund management, procurement processing, compliance with local tax laws, fiduciary controls, and regulatory adherence. The contract term is July 1, 2026, through June 30, 2028. Project ECHO is implementing a Gates Foundation-funded initiative beginning November 2025 to strengthen public health surveillance systems in Africa by establishing seven country-specific Infectious Disease Surveillance virtual communities of practice. The procurement is justified as necessary to manage cash-based financial transactions at the local level for venue fees, catering, equipment, and participant incentives while ensuring compliance with ECHO policies and donor requirements.
The proposed contract value is $380,000, with Deloitte & Touche LLP headquartered in Nairobi, Kenya. UNM conducted due diligence by engaging five financial services firms—KPMG, Ernst & Young, Grant Thornton, BDO-East Africa, and Deloitte—between May and June 2026. While KPMG and Ernst & Young declined to submit proposals, Grant Thornton and BDO submitted proposals but were deemed unable to meet the outlined scope at the level of Deloitte, which is classified as a top-tier African financial firm. Deloitte was selected based on its 30 years of experience managing over $100 million in donor-funded programs across Africa, established presence in 12 African countries with licenses in 16 countries, and key personnel including Engagement Partner Bernadette Wahogo with 27 years of experience managing multi-country health and development initiatives, and Procurement Expert Rachel Muthoni with 15 years of East African procurement experience. The funding source is the Gates Foundation grant supporting the public health surveillance project.

Provide a basic description of goods/services to be provided:
Financial services firm to support the ECHO Africa Office in facilitating procurement and the processing of necessary expenditures to support activities in multiple countries across Africa, ensuring compliance with local tax laws, and providing fund management services as needed. The company will ensure they meet the requirements of Kenyan law, adhere to ethical practices, mitigate anti-corruption and fraud, and align with existing UNMHSC policies as well as donor requirements and international best practices.
Why is this purchase needed?
Project ECHO is committed to developing a culturally appropriate, effective, and responsive organizational structure to support the long-term growth of ECHO in Africa. Starting in November 2025, the Gates Foundation partnered with the ECHO Institute at the University of New Mexico Health Sciences Center (UNMHSC) to strengthen public health surveillance systems in Africa by supporting country-led learning networks that promote knowledge exchange, workforce development, and sustainable use for decision-making. Project ECHO is collaborating with key surveillance partners to leverage the ECHO Model to establish seven country-specific case-based Infectious Disease Surveillance virtual communities of practice in Ethiopia, Kenya, Mozambique, Nigeria, Senegal, Tanzania, and Zambia.
To successfully meet these deliverables in the target countries, which are cash-based economies, numerous financial transactions need to occur at the local level for expenses such as venue fees, food/catering expenses, AV equipment, and participant incentives for activities such as ECHO Partner Launch Trainings. Having an in-country financial firm to manage the procurement and disbursement of funds according to local norms and customs, and who can provide the necessary vetting and expense reconciliation according to ECHO and UNM policy, has become increasingly necessary to meet the deliverables of the Gates Foundation grant but is also fundamental for the growth and sustainability of ECHO programs in Africa. Setting up the appropriate fiduciary controls and regulatory adherence for funds is critical for maintaining funder relationships, securing future funding, and mitigating financial risks for UNMHSC and Project
ECHO.
