About this file
This is a UNM Proposed Sole Source Purchase Form submitted by the University of New Mexico's Office of Education for a service contract with El Pueblo Health Services Inc. The purchase is for Dr. Jesse Barnes to serve as Director of the Rural and Urban Underserved Program (RUUP), an ongoing medical student program within the School of Medicine. Dr. Barnes will work at 0.30 FTE beginning July 1, 2026, through June 30, 2027. His primary responsibilities include serving as liaison to community physicians and arranging clinical matches for approximately 140 medical student program participants. The position represents a continuation of program leadership following the retirement of the prior faculty director on July 31, 2022.
The proposed contract amount is $75,000 for the fiscal year 2026-2027, with Dr. Barnes' salary to remain unchanged from the prior year. El Pueblo Health Services Inc. has agreed to increase its support to 0.30 FTE and enter into a service agreement to enable Dr. Barnes to continue his RUUP work while maintaining his employment with the healthcare organization. The sole source justification is based on Dr. Barnes' unique expertise and established relationships as the only medical professional currently familiar with the program's operations, community physician network, and student participant coordination. The requisition was submitted on July 16, 2026, with a vendor address of 121 Calle Del Presidente, Bernalillo, New Mexico 87004-6091. Pursuant to New Mexico procurement law, the completed form will be posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for a 30-day review period prior to purchase authorization.
