About this file
This is a Proposed Sole Source Purchase Form submitted by the University of New Mexico (UNM) Law School for the Center for Civic Values (CCV). The requisition, submitted on May 12, 2026, by Financial Officer Stephanie Grant, proposes a sole source procurement for fiscal agent services related to the Gene Franchini High School and Middle School Mock Trial Programs. The CCV will plan and implement the 2026-2027 mock trial programs, which provide hands-on legal education to New Mexico high school and middle school students through coordinated statewide competitions. Services include coordinating registration, training volunteer judges and attorneys, preparing mock trial problems, and assisting the state champion team in national competition preparation. The contract term extends from July 1, 2026, through June 30, 2031, with an annual amount of $306,613.
The procurement is justified as a sole source based on legislative appropriation through HB 2, Laws 2026, Chapter 67 (General Appropriation Act of 2026), which specifically designated funds totaling $311,600 for the Law School to support New Mexico mock trial programs. The CCV is designated as the administrator and host of the Gene Franchini programs, and UNM enters the arrangement through a Memorandum of Understanding (MOU) whereby the Law School acts as fiscal agent. No other vendors were contacted due to the specific legislative designation of funds for CCV. The form notes that the Law School has provided fiscal agent services for this program since at least FY21, with previous requisition references provided. The CCV is located at 20 First Plaza Center NW, Suite 307, Albuquerque, New Mexico 87102. Per New Mexico procurement law, the completed form will be posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for 30 days prior to purchase approval.
