About this file
This is a New Mexico Sole Source Request and Determination Form submitted by Eastern New Mexico University for a four-year professional services contract with TRI Leadership Resources, LLC. The contract encompasses comprehensive association management and support services for all Career Technical Student Organizations (CTSOs) in New Mexico, including FCCLA and SkillsUSA. Specific services include association and Board governance training, membership and chapter development, advisor mentoring and support, student leadership development, conference and event management, industry partnership and sponsorship development, communications, marketing, advocacy, public relations, and technical assistance. The scope encompasses recruiting and supporting new chapters and advisors, collaborating with existing Advisor Mentors, conducting outreach to schools and industry partners, providing student officer and leadership training, and coordinating state conferences and events. The contract was submitted for a thirty-day posting period without challenge, with final approval required from the State Purchasing Agent or the Secretary of the General Services Department.
The prospective contract amount is $400,000 before tax. TRI Leadership Resources, LLC, based in Owasso, Oklahoma (Federal EIN 93-1328492), is proposed as a sole source based on its specialized expertise in CTSO organizations, experience serving multiple state education departments including Arizona, Georgia, Maryland, Nevada, North Dakota, Oklahoma, Oregon, Utah, and West Virginia, a 95 out of 100 performance rating from Dun and Bradstreet, over 20 years of experience, and training expertise spanning more than 30 topic areas. Eastern New Mexico University's Chief Procurement Officer Scott Davis and Finance Lead Sarah Kinlund conducted due diligence by reviewing statewide price agreements, the Cooperative Educational Services of New Mexico vendor list, and consulting with other state associations and national association contacts. The justification emphasizes that no other vendors identified through this research possessed comparable CTSO-specific expertise or the capacity to fulfill the steep goals outlined in the Intergovernmental Agreement between the Public Education Department and Eastern New Mexico University.

Tri Leadership Resources will provide comprehensive association management and support services for all Career Technical Student Organizations (CTSOs), including association and Board governance and training, membership and chapter development, advisor mentoring and support, student leadership development, conference and event management, industry partnerships and sponsorship development, communications, marketing, advocacy, public relations, financial support, and technical assistance.

Services will include recruiting and supporting new chapters and advisors; collaborating with existing Advisor Mentors; conducting outreach to schools, educators, and industry partners; tracking stakeholder communications and engagement; providing student officer and leadership training; and coordinating state conferences and events through pre-conference planning, general session coordination, logistics, on-site management, and event specialist support. These services will strengthen CTSO operations, expand membership and partnerships, develop student and adult leaders, and increase awareness and engagement among education, industry, and the public.
IV. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use “technical jargon;” use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)
The criteria developed and specified by the agency to perform or fulfill the contract shall be: have worked with other state associations, have specialized work with CTSO-specific organizations, have conference management experience, and have training expertise that includes all aspects of the 6 career technical organizations associated with the New Mexico Career Technical Project.
V. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes the prospective contractor the one source capable of providing the required professional service, service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)
Tri Leadership Resources is the only leadership company that provides the highest standard of service to its customers. Tri has an overall performance rating of 95 out of 100 points based on Dun and Bradstreet's past performance evaluations. TRI Leadership has worked for years with multiple departments of education and career technology student organizations. This list includes Arizona, Georgia, Maryland, Nevada, North Dakota, Oklahoma, Oregon, Utah, and West Virginia. Tri will provide specialized CTSO expertise to directly support the organization. TRI Leadership’s training expertise spans a full spectrum of more than 30 topic areas, ranging from advisors, state officers, board members, marketing, and conference management.
VI. Provide a detailed, sufficient explanation of how the professional service, service, construction or item(s) of tangible personal property is/are unique and how this uniqueness is substantially related to the intended purpose of the contract.
The intended purpose of this contract is to provide the steep goals set forth in our Intergovernmental agreement between the Public Education Department and our department within Eastern New Mexico University. This is why we need support from Tri Leadership to run the New Mexico FCCLA and SkillsUSA State Leadership Conferences.
Also, we must provide support for all six of the CTSOs in New Mexico through membership growth, professional development, business partnerships, and the required PED reporting.
VII. Explain why other similar professional services, services, construction or item(s) of tangible personal property cannot meet the intended purpose of the contract.
Other professional services cannot meet the contract's intended purpose because they lack the expertise Tri Leadership provides. Also, other organizations do not have as much experience with as many CTSO chapters nationwide as Tri does. Finally, Tri has over 20 years of experience and reaches more than 200,000 people annually through association leadership, dynamic training, and conference management.
VIII. Provide a narrative description of the agency’s due diligence in determining the basis for the procurement, including procedures used by the agency to conduct a review of available sources such as researching trade publications, industry newsletters and the internet;
contacting similar service providers; and reviewing the State Purchasing Divisions’ Statewide Price Agreements. Include a list of businesses contacted (do not state that no other businesses were contacted), date of contact, method of contact (telephone, mail, e-mail, other), and documentation demonstrating an explanation of why those businesses could not or would not, under any circumstances, perform the contract; or an explanation of why the agency has determined that no businesses other than the prospective contractor can perform the contract.
Our department did our due diligence in determining the basis for this procurement. First off, we checked the statewide price agreements on the general services website. When reviewing the price agreements, we found that no agreement exists for the type of procurement provided by Tri-leadership resources. Next, our department checked with the Cooperative Educational Services of New Mexico blue book. This blue book lists all the vendors that are part of this New Mexico-based Purchasing Cooperative. Again, after reviewing the vendor list, no vendors matched the type a/procurement we need. Finally, we reached out to other state associations and our contacts with the national Associations provide names of companies that could help us achieve our goals. This is why we chose Tri-Leadership Resources to provide the support New Mexico CTSOs need.
