About this file

This is a 2019 Sole Source Request and Determination Form submitted by Grants Cibola County Schools in New Mexico for the procurement of the Renaissance Suite, a comprehensive assessment and instructional tools platform. The agency seeks to contract with Renaissance Learning, Inc. for one year, from August 1, 2026, to July 31, 2027. The Renaissance Suite provides real-time insights for educators through seamless integration of adaptive assessments, literacy development tools, and norm-referenced analytics to support data-driven instructional decisions and ensure compliance with state and federal education requirements. The district determined that Renaissance's proprietary adaptive testing methodology, exclusive norm-referenced data analytics, and seamless connectivity between assessment and instruction capabilities uniquely fulfill the district's strategic plan objectives for equitable student achievement and cannot be replicated by alternative vendors.

The total contract amount is $180,297.97 for the one-year term. The agency's due diligence in determining the sole source basis involved extensive internet research and review of available solutions, concluding that Renaissance was the only vendor meeting all specified criteria. The district prioritized continuity and avoided disruption to existing infrastructure, as switching providers would require costly adjustments and extensive retraining. The sole source determination is not effective until posted for thirty calendar days without challenge and subsequently approved in writing by the State Purchasing Agent or the Secretary of the Department of Finance and Administration. Agency contact is Delton Martin at (505) 285-2620, and the prospective contractor contact is Criss Grubbs at (505) 408-0976.

The district selected Renaissance based on several critical criteria. The suite offers seamless integration ofassessment and instructional tools, providing real-time insights for educators. Its proprietary adaptive testing ensures accuracy in student evaluations, while its norm-referenced analyics allow for long-term gowth tracking. Its assessment methodology ensures precision in identifying student needs, while its analyics allow for long-term progress tracking. The suite guarantees compliance with education requirements, reducing irnplementation challenges.
