About this file

This is a Proposed Sole Source Purchase Form submitted by the University of New Mexico (UNM) Purchasing Department for the renewal of a software subscription with Parity Healthcare Analytics. The request was submitted by Michelle Wafer, ED Women's Services, on October 15, 2026, for a three-year term. The procurement involves a software tool designed specifically for women's service line operations that incorporates AWHONN (Association of Women's Health, Obstetric and Neonatal Nurses) staffing standards built directly into the platform. Parity Healthcare Analytics provides a browser-based, cloud-based Decision Intelligence Platform that analyzes patient census, acuity levels, staffing patterns, and labor utilization to support real-time staffing decisions and long-term workforce optimization. The tool does not require integration with UNM's existing EMR systems or the sharing of protected health information, and has been in use within Women's Services since December 2023, with all inpatient unit leaders and relief charges trained on the system.

The contract amount is $280,000 for the three-year renewal subscription period. UNM justifies the sole source procurement based on the proprietary nature of Parity's Decision Intelligence Platform, compatibility with existing departmental workflows, and the need to maintain continuity of historical clinical and workforce data, customized staffing models, and established reporting methodologies. Due diligence identified alternative vendors, including Harris OnPoint AcuityPlus, Axon Acuity, Softworks, and ShiftWizard by HealthStream; however, these systems either lack AWHONN staffing standards, require EMR integration with associated additional costs and IT manpower, or have unconfirmed perinatal capabilities. The procurement was approved and signed by Jeffrey Gilmore on October 15, 2026. The vendor is located at 1900 E Victory Drive, Suite 3 #3585, Savannah, Georgia 31404.

Buyer Team - See Commodity list at http://purchase.unm.edu/department-information/comm-code-listing.pdf

Provide a basic description of goods/services to be provided:

Software tool for women’s service line with AWHONN staffing standards built into the tool. Other staffing/acuity tools do not have AWHONN standards built into their systems or require integration into the EMR.

Parity is a standalone cloud based tool that does not require PHI to be shared.

Why is this purchase needed?

We currently use this product to help the inpatient women’s service line track staffing mix, patient acuity and productivity. This tool also gives us data about the experience of the nurse, the amount of traveler vs core staff, why the unit was under or overstaffed for a particular period of time. The tool demonstrates each departments census patterns and has helped us initiate a midshift position on L&D. This position was shifted from nights and now works 11-23 M-F, to accommodate the increased volume in OB Triage and scheduled procedures in L&D.

MBU has been able to shift their staffing to accommodate the increased pt volume at the end of the week as demonstrated by Parity census tracking.

II. BASIS FOR SOLE SOURCE PROCUREMENT. CHOOSE APPLICABLE BOX(ES) AND

PROVIDE ADDITIONAL INFORMATION, AS REQUESTED:

☐ Proprietary item, technology or service only available from the proposed vendor. (Check box and describe proprietary component) http://purchase.unm.edu/department-information/comm-code-listing.pdf http://purchase.unm.edu/department-information/comm-code-listing.pdf

Parity Healthcare Analytics provides a proprietary Nurse Workforce Decision Intelligence Platform, supported by specialized clinical workforce expertise and ongoing performance improvement services.

The platform assesses de-identified patient census, patient acuity/phase of care, staffing patterns, and labor utilization input from Charge Nurses to provide actionable, unit-specific workforce intelligence. It enables nursing leaders to evaluate actual staffing against acuity-based staffing targets, identify operational inefficiencies, and develop staffing models aligned with patient care requirements.

Unlike conventional scheduling, productivity reporting, and electronic medical record systems, Parity combines clinical operational data with workforce performance analytics to support real-time staffing decisions and long-term labor optimization.

Parity's proprietary software, analytical methodologies, and integrated workforce performance services are available directly through Parity Healthcare Analytics.

☒ Compatibility requirement with existing item, technology or service. (Check box and describe compatibility requirement)

Parity Healthcare Analytics is a browser-based platform compatible with modern web browsers. It does not require specialized hardware, software installations, or integration with the organization's existing systems.

The organization has utilized Parity within its Women's Services departments since December 2023. Renewal of the existing subscription maintains continuity of the organization's established platform, historical clinical and workforce data, customized staffing models, and departmental performance reporting.

Continuing with Parity preserves established workflows, consistent staffing methodologies, and longitudinal performance measurements. Transitioning to an alternative vendor would require reconfiguring department-specific staffing models, retraining personnel, and validating new reporting methodologies, potentially disrupting existing workforce performance initiatives.

Women’s services currently use Parity. All inpatient unit leaders and relief charges have been trained to use the tool.

Our IT has completed the security assessment. This tool does not require the sharing of PHI or employee information.

It does not live on our network and does not require integration into the EMR.

☐ Renewal of support/maintenance/subscription of software, technology or other intellectual property. (Check box and describe)

This request is for the renewal of the organization's existing subscription to Parity Healthcare Analytics, implemented within Women's Services in December 2023.

The subscription provides continued access to Parity's proprietary Decision Intelligence Platform, software maintenance, technical support, ongoing clinical workforce analysis, and consultation with Parity's specialized workforce experts.

Renewal ensures continuity of the organization's established platform, historical clinical and workforce data, customized staffing models, and departmental performance reporting. It preserves established workflows and consistent staffing methodologies, allowing nursing leadership to monitor performance and measure improvements over time.

Parity Healthcare Analytics is the exclusive provider of subscriptions, maintenance, and specialized support for its proprietary platform. Renewal preserves the organization's investment in implementation, staff training, and historical performance analytics while avoiding the operational disruption and additional costs associated with transitioning to an alternative solution.

☐ Other Basis for Sole Source: Please describe below:

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

Parity Healthcare Analytics provides a specialized, nurse-led Workforce Performance Partnership that combines proprietary Decision Intelligence technology, clinical workforce expertise, and continuous operational improvement support.

Parity's unique capabilities include:

• Specialized Women's Services expertise: Parity's workforce experts have extensive experience in obstetric and neonatal nursing operations, including the application of AWHONN staffing standards and acuity-based staffing methodologies.

• Proprietary Decision Intelligence: Parity's platform analyzes patient acuity, phase of care, census fluctuations, and staffing utilization to establish unit-specific staffing targets, identify operational inefficiencies, and support evidence-based staffing decisions.

• Clinical and financial alignment: Parity bridges clinical staffing requirements and financial performance, enabling nursing and finance leaders to develop staffing plans, establish appropriate labor budgets, and monitor workforce efficiency.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

In a web search one other vendor has a perinatal module Harris OnPoint AcuityPlus. Other systems such as Axon Acuity does not use AWHONN staffing standards with their tool. Softworks, could not determine if they have a perinatal acuity system. ShiftWizard by HealthStream, unable to determine if they have a perinatal module, but they do require integration into the EMR.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

Harris OnPoint AcuityPlus. This system “integrates with any HER, electronic scheduling, and time and attendance system.” Meaning to use this tool IT would need to integrate it into our system. This would involve manpower and additional financial outlay with Oracle. The cost would be more than the current $60,000 contract with Parity.
