About this file
This document is a UNM Proposed Sole Source Purchase Form submitted by the University of New Mexico Materials Management Department seeking approval for a sole source procurement with TSC Life. The request is for patient warming blankets and related equipment to meet current hospital standards of care at UNM Hospital. The proposed vendor, TSC Life, located at 6400 S Fiddlers Green Circle, Suite 305, Greenwood Village, Colorado 80163, will provide goods and services under a three-year term with renewals consistent with New Mexico Procurement Code requirements. The form was submitted by Brad Ross, Executive Director of Materials Management, and approved by Jeffrey Gilmore on September 29, 2026.
The total contract value is $360,000 for the three-year period. UNM justifies the sole source procurement on two primary bases: TSC Life's Mistral Air Patient Warming System is the only system featuring a medical-grade HEPA filter, and the current supplier is experiencing manufacturing and distribution shortfalls that are negatively impacting patient care practices at UNMH. The Mistral Air system is distinguished by its ability to reach operating temperature in less than 30 seconds, faster than competing systems, which supports earlier thermal stability during procedures and reduces the need for corrective warming. Patient warming blankets are identified as essential medical interventions that prevent perioperative hypothermia, reduce surgical site infection risks, and improve recovery outcomes. The form indicates that the completed request will be posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for a 30-day review period prior to purchase authorization.
