About this file

This is a University of New Mexico Proposed Sole Source Purchase Form for the University of New Mexico Hospital (UNMH) seeking continued software licensing, subscription, maintenance, support, and related services for its existing Primordial Workflow Orchestration (WFO) environment. The procurement covers the Workflow Orchestrator application version 4.6.7, supporting failover and test-server software licensing, and production and test HL7 inbound interfaces. The request was submitted on August 27, 2026, by Andrew Seiger, Manager of Clinical Imaging Systems in the IT – Radiology Informatics Department. The initial contract term extends for three years from July 1, 2026, through June 30, 2029, with options to renew subject to New Mexico Statutes Annotated 1978, Section 13-1-150. The procurement consolidates UNMH's existing WFO environment and supports both Legacy and current GA (General Availability) versions during an ongoing conversion project. Products and services may be procured on an as-needed basis through purchase orders, quotes, statements of work, or other applicable ordering documents during the approved sole-source period, subject to available funding and UNMH procurement requirements.

The total proposed amount for this sole-source procurement is $216,950.01 from Primordial Design, Inc., located at 8770 West Bryn Mawr Ave, Suite 1300, Chicago, Illinois 60631. The sole-source justification rests on three primary bases: the proprietary nature of Primordial's Workflow Orchestration technology, compatibility requirements with UNMH's existing environment and infrastructure, and renewal of support and maintenance for existing software licensing. Primordial possesses exclusive product-specific technical knowledge, software resources, and system access necessary to maintain, upgrade, and support the proprietary WFO technology. The procurement encompasses potential continued or additional software licenses, maintenance and technical support, software updates and upgrades, infrastructure and server-related software, interfaces and integrations, implementation and configuration services, training, and technical consulting. No other vendors were contacted because alternative software providers cannot supply Primordial's proprietary licenses, manufacturer-issued updates, or specialized conversion services. Transitioning to replacement technology would require separate procurement, implementation, security reviews, data migration, interface redevelopment, and substantial additional expenditures while disrupting established clinical workflows. The completed form was approved by Jeffrey Gilmore on August 27, 2026, and will be posted on the UNM Sunshine Portal and State of New Mexico Procurement website for 30 days prior to purchase.

Provide a basic description of goods/services to be provided:

The University of New Mexico Hospital ("UNMH") is seeking to procure continued software licensing, subscription, maintenance, support, and related products and services for its existing Primordial Workflow

Orchestration (WFO) environment, including the Workflow Orchestrator application and associated infrastructure and interfaces.

The current procurement continues and consolidates UNMH's existing WFO environment and supports both

Legacy and current GA versions during the applicable conversion project. Primordial expressly identifies the order as a Renewal and Supersede and states that it supersedes all previous WFO orders regardless of Legacy or

GA version.

The existing environment includes Workflow Orchestrator software, supporting failover and test-server software licensing, and production and test HL7 inbound interfaces.

The purchase may include continued or additional software licenses and subscriptions; maintenance and technical support; renewals; additional or expanded users, functionality, modules, capacity, volume, or usage;

software updates, upgrades, enhancements, and releases; infrastructure and server-related software; interfaces and integrations; implementation, configuration, testing, optimization, conversion, and migration services;

training and education; technical and professional consulting services; and other Primordial products or services reasonably necessary to maintain, support, transition, expand, enhance, or optimize UNMH's existing WFO environment.

Products and services may be procured on an as-needed basis through one or multiple purchase orders, quotes, statements of work, order forms, or other applicable ordering documents during the approved sole-source period, subject to available funding and applicable UNMH procurement and contracting requirements.

Why is this purchase needed?

UNMH currently utilizes Primordial Workflow Orchestration technology as part of its established clinical imaging and radiology technology environment. Continued licensing, maintenance, technical support, software updates, upgrades, interfaces, infrastructure support, enhancements, and related services are necessary to preserve the functionality, interoperability, and continuity of the existing environment.

mailto:seiger@salud.unm.edu http://purchase.unm.edu/department-information/comm-code-listing.pdf mailto:seiger@salud.unm.edu http://purchase.unm.edu/department-information/comm-code-listing.pdf

UNMH is also maintaining and transitioning between Legacy and current GA versions of WFO. The current

Primordial order expressly covers both versions regardless of the timing of the conversion project or its go-live date, thereby maintaining coverage and continuity during the transition.

As UNMH's clinical, operational, technical, and regulatory requirements evolve, additional licensing, capacity, functionality, interfaces, upgrades, configuration, integration, training, conversion assistance, or specialized professional services may be required to support the existing application and its integration within UNMH's clinical technology environment.

The current procurement is not for the acquisition of a new or competing workflow orchestration platform. It is for the continuation, transition, maintenance, support, expansion, and enhancement of technology already implemented within UNMH.

Continuation with Primordial preserves UNMH's existing investment in its established software environment, configurations, interfaces, workflows, infrastructure, and staff knowledge while avoiding unnecessary replacement costs, implementation requirements, and operational risks.

II. BASIS FOR SOLE SOURCE PROCUREMENT. CHOOSE APPLICABLE

BOX(ES) AND PROVIDE ADDITIONAL INFORMATION, AS REQUESTED:

☒ Proprietary item, technology or service only available from the proposed vendor. (Check box and describe proprietary component)

Primordial Design, Inc. provides the proprietary Workflow Orchestration technology currently implemented within UNMH's clinical imaging environment.

The current order includes Primordial's Workflow Orchestrator Version 4.6.7, together with supporting failover and test-server software licensing and production and test HL7 inbound interfaces. The software and associated licensing, software updates, upgrades, enhancements, maintenance, technical support, conversion services, interfaces, and manufacturer-specific services are proprietary to Primordial.

Primordial possesses the product-specific technical knowledge, software resources, development expertise, system access, and support capabilities necessary to maintain, modify, upgrade, convert, troubleshoot, and support its proprietary WFO technology.

Certain requirements, including software licensing, manufacturer-issued updates and upgrades, enhancements, technical remediation, Legacy-to-GA conversion, product-specific configuration, and specialized professional services, require Primordial's proprietary resources or direct involvement and cannot independently be provided by an unrelated software vendor.

☒ Compatibility requirement with existing item, technology or service. (Check box and describe compatibility requirement)

The requested products and services must remain compatible and interoperable with UNMH's existing

Primordial Workflow Orchestration environment and associated clinical imaging infrastructure, including established software configurations, workflows, interfaces, integrations, servers, and related technology.

The existing environment incorporates Primordial WFO software together with failover and test-server software licensing and HL7 inbound interfaces for both production and test environments.

This compatibility requirement is particularly important while UNMH transitions between Legacy and GA versions. Primordial's current order expressly provides coverage for both versions regardless of the conversion project's go-live date.

Any additional licenses, capacity, functionality, upgrades, enhancements, infrastructure, interfaces, configuration, integration, conversion activities, or professional services procured under this sole source must preserve compatibility and interoperability with the existing Primordial environment.

☒ Renewal of support/maintenance/subscription of software, technology or other intellectual property. (Check box and describe)

UNMH is continuing subscription licensing and associated support of an existing Primordial Workflow

Orchestration software environment. Continued coverage is necessary to maintain UNMH's rights to use the applicable software and receive associated maintenance, technical support, updates, upgrades, enhancements, conversion support, interfaces, and related services necessary for continued operation of the environment.

☐ Other Basis for Sole Source: Please describe below:

Not applicable

The proprietary nature of the existing application, compatibility requirements, and continuation of existing software licensing, maintenance, and support provide the basis for this sole source procurement.

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

Primordial is uniquely qualified to provide the requested products and services because it provides the proprietary Workflow Orchestration technology currently utilized by UNMH and possesses the product-specific expertise and resources necessary to license, maintain, support, upgrade, enhance, convert, configure, integrate, and provide specialized services for the existing application.

UNMH's existing WFO environment represents an established technology investment that includes application configurations, infrastructure, interfaces, integrations, workflows, and organizational knowledge. Primordial possesses specialized knowledge of its application architecture, Legacy and GA versions, functionality, configuration requirements, conversion processes, upgrade requirements, technical dependencies, interfaces, and product development.

This is particularly relevant to the current procurement because Primordial is supporting both Legacy and GA versions during UNMH's conversion project, and the order is specifically structured to maintain coverage regardless of the conversion project's go-live date.

Another software vendor cannot independently provide Primordial's proprietary WFO software licenses, manufacturer-issued software updates and enhancements, product-specific upgrades, manufacturer maintenance and technical support, or professional services requiring access to Primordial's proprietary technology and resources.

Transitioning to another vendor would therefore not constitute a simple change in suppliers. It would require

UNMH to evaluate, procure, implement, validate, and transition to a replacement workflow technology.

Depending upon the replacement technology, this could require new information-security and technical reviews; implementation and project-management resources; migration or conversion of applicable data and configurations; redevelopment and validation of HL7 and other interfaces and integrations; system configuration; testing and clinical/technical validation; workflow redesign; and retraining of clinical, operational, and technical personnel.

These activities would require significant additional expenditures and implementation time and could create operational disruption and potential interruption to established clinical workflows and patient-care operations.

Replacement of a functioning application solely for purposes of obtaining continued licensing, maintenance, support, upgrades, conversion assistance, or related services would also duplicate UNMH's prior investments in implementation, configuration, integration, infrastructure, training, and adoption of the existing environment.

Accordingly, Primordial is the only reasonable source for the proprietary products and manufacturer-specific services necessary to continue, transition, maintain, support, upgrade, expand, and enhance UNMH's existing

Workflow Orchestration environment.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

Other software vendors may offer applications with some similar general workflow functionality; however, such products would constitute replacement technology and would not provide the proprietary licensing, maintenance, technical support, updates, upgrades, enhancements, Legacy-to-GA conversion support, or manufacturer-specific professional services required for UNMH's existing Primordial WFO environment.

The requirement under this procurement is not for selection of a new workflow orchestration application. It is for continued operation and lifecycle support of proprietary technology already implemented within UNMH, including support of the existing Legacy and GA environments during conversion.

An alternative software provider would require UNMH to procure and implement a replacement solution rather than maintain and transition its existing application. Such a transition could require applicable information-security and technical reviews, implementation and project resources, data and configuration migration, redevelopment and testing of interfaces and integrations, system configuration and validation, workflow changes, staff training, and other transition activities.

Pursuing replacement technology solely to obtain functionality and services already available through the existing Primordial application would result in duplicative costs, additional implementation time, and increased clinical, technical, and operational risk. Transition to a replacement application could also disrupt established clinical workflows and patient-care operations.

Based on the proprietary nature of the existing application, compatibility requirements, ongoing conversion, existing UNMH investment, and operational and financial impact associated with replacing the established environment, another software provider would not constitute an equivalent source for the products and services being procured.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

No other vendors were contacted for quotations because this procurement is for continued licensing, maintenance, technical support, updates, upgrades, enhancements, conversion support, interfaces, additional functionality, and related products and services for UNMH's existing proprietary Primordial Workflow

Orchestration application.

While other software manufacturers may offer applications with similar general functionality, they cannot provide Primordial's proprietary software licenses, manufacturer-issued updates and upgrades, product-specific maintenance and technical support, Legacy-to-GA conversion services, or professional services requiring access to Primordial's proprietary technology.

Another manufacturer's product would therefore constitute a replacement system rather than an alternative source for maintaining, transitioning, and supporting UNMH's existing environment.

Replacement would require a separate procurement and implementation and could require new security and technical reviews, data and configuration migration, redevelopment of interfaces and integrations, configuration, testing and validation, workflow changes, staff training, and substantial additional implementation resources and expenditures.

Accordingly, no other vendor could satisfy the requirement for continued lifecycle and conversion support of the existing proprietary Primordial Workflow Orchestration environment without replacing the existing technology.
