About this file
This is an Invitation to Bid (ITB) issued by the State of New Mexico General Services Department Purchasing Division for hydraulic suction dredging services at Glenwood Pond. The project aims to remove approximately 7,000 cubic yards of sediment from Glenwood Pond to increase hatchery operations, maintain Clean Water Act compliance, and improve public angling opportunities. The sediment will be disposed of on New Mexico Department of Wildlife property in close proximity to the project site. Bidders must submit an all-inclusive lump-sum bid covering all aspects of project completion. A mandatory pre-bid meeting is scheduled for August 18, 2026, at 11:00 AM at the Glenwood State Fish Hatchery near Silver City, New Mexico. Bid responses are due by September 15, 2026, at 2:00 PM, with sealed bid opening occurring immediately thereafter via Microsoft Teams. The awarded contractor will have 90 days from purchase order initiation to complete all dredging work. The contract term is defined by the 90-day completion requirement, with no renewal options specified.
Pricing must be submitted as a firm lump-sum bid with no price adjustments or extensions permitted unless specifically provided in the bid documents. All bids must include a valid, signed W-9 Form and comply with New Mexico preference requirements if applicable. Contractors must demonstrate adequate financial resources, production facilities, service reputation, and relevant experience to perform hydraulic suction dredging operations. The State reserves the right to require a Performance Bond prior to award if the contractor cannot furnish required information or documentation. Payment terms are Net 30 F.O.B. Destination, with invoices submitted to the using agency rather than the State Purchasing Agent. Contractors with six or more New Mexico employees working an average of at least 20 hours per week must provide health insurance if the aggregate contract value exceeds $250,000. The ITB references a separate dredging evaluation report for Glenwood Pond and indicates that a related contract for bathymetric survey and sediment sampling analysis was previously awarded to Tetra Tech, Inc.
