About this file
This is a Sole Source Determination Form submitted by the New Mexico Department of Cultural Affairs for a contract with the Historical Society of New Mexico to coordinate the state's National History Day competition. The Department of Cultural Affairs seeks to engage a contractor to manage New Mexico's participation in both the state-level and national-level National History Day competitions in collaboration with the national National History Day organization. The scope of work includes encouraging student participation in grades 6-12 throughout New Mexico, subsidizing travel for approximately 60 state-level competition winners and necessary support personnel to compete at the national competition in Washington, DC, conducting outreach and professional development for teachers across the state, maintaining a statewide advisory committee, serving as liaison to regional coordinators, and participating in fundraising efforts. The contractor is required to submit a final written report by June 30, 2027, documenting the number of participating students (target of at least 2,000), state finalists sent to the national competition (approximately 60), and counties engaged (at least 15 of New Mexico's 33 counties). The contract term runs from October 1, 2026, through June 30, 2027, with no renewal options specified.
The contract amount is $200,000.00 before tax, with no estimated tax amount noted. The Historical Society of New Mexico is identified as the sole source provider because it is the only entity that has signed an Affiliate Agreement with the national National History Day organization to coordinate the competition in New Mexico and possesses established statewide capability, experience in history programming, existing relationships with schools and judges, and an established statewide board with prior competition experience. The Department of Cultural Affairs conducted due diligence by contacting the previous provider, the New Mexico Humanities Council, which confirmed that the Historical Society of New Mexico is now the sole affiliate capable of coordinating the program. The sole source determination requires a 30-calendar-day posting period without protest before final approval by the State Purchasing Agent. The prospective contractor's SHARE Vendor Number is 0000054529, and the primary contact is Joseph Britton.

3. Marketing. The Contractor shall include the DCA logo and the following sentence, funded in part by the New Mexico Department of Cultural Affairs, in all publications and advertising for programs and/or events related to this contract.
VI. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use “technical jargon;” use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)
1. The Historical Society of New Mexico is the only entity that has signed the Affiliate
Agreement with the national “National History Day” organization to coordinate this competition for the state of New Mexico.
2. The Historical Society of New Mexico – the sole National History Day Affiliate in New Mexico, has statewide capability and experience in history programming, including experience coordinating and fundraising for history programming, working in local communities with local scholars and historical organizations in counties across the state.
3. The Historical Society of New Mexico has established relationships with schools and judges across the state for this competition. This characteristic of Historical Society of New Mexico enables the competition to be integrated into the current school year’s curriculum immediately, such that New Mexico’s students may participate in the current year’s national competition.
4. The Historical Society of New Mexico ha a statewide board already established with experience with this competition, to ensure the participation by students attending schools in counties throughout the state, which will enable multiple counties to participate during the current school year.
VII. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes their company the only source capable of providing the required professional service, general service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)
1. The Historical Society of New Mexico is the only entity that has signed the Affiliate
Agreement with the national “National History Day” organization to coordinate this competition for the state of New Mexico. See attached letter.
2. The Historical Society of New Mexico is the sole National History Day Affiliate in New Mexico, has statewide capability and experience in history programming, including experience coordinating and fundraising for history programming, working in local communities with local scholars and historical organizations in counties across the state.
3. The Historical Society of New Mexico has established relationships with schools and judges across the state for this competition. This characteristic of Historical Society of New Mexico enables the competition to be integrated into the current school year’s curriculum immediately, such that New Mexico’s students may participate in the current year’s national competition.
4. The Historical Society of New Mexico has a statewide board already established with experience with this competition, to ensure the participation by students attending schools in counties throughout the state, which will enable multiple counties to participate during the current school year.
VIII. Provide a detailed, sufficient explanation of how the professional service, general service, construction or item(s) of tangible personal property is/are unique and how this uniqueness is substantially related to the intended purpose of the contract.
The services required are unique because participation in the national contest requires that an organization work with the national “National History Day” organization, which seeks partners in each state and has already contracted with the Historical Society of New Mexico for this purpose. The state coordinating organization must take action on an immediate basis, in order to implement the local and state competitions during the current school year. In order to be successful and meet the criteria of the contest this year, the selected organization must have established expertise and relationships.
1. The selected contractor must work closely with the national organization, following the established national guidelines, and be designated by the national organization as the affiliate and coordinator of the state competition in New Mexico which then allows New Mexico to participate in the national competition.
The prospective contractor, Historical Society of New Mexico, has already been designated by the national organization as New Mexico’s affiliate and coordinator for the purposes required by this contract. If the current contractor is not selected, the national organization will have to vet and approve another organization to determine if it is qualified to enter into an agreement with the national organization and will have to familiarize the newly selected organization with the competition guidelines, policies, timelines, etc. The timeframe involved in developing such a relationship with the national organization would likely result in New Mexico’s inability to participate in the National History Day competition during the current academic school year.
The Historical Society of New Mexico has a track record of working in every county of the state.
IX. Provide a narrative description of the agency’s due diligence in determining the basis for the procurement, including procedures used by the agency to conduct a review of available sources such as researching trade publications, industry newsletters and the internet;;
contacting similar service providers; and reviewing the State Purchasing Divisions’ Statewide Price Agreements. Include a list of businesses contacted (do not state that no other businesses were contacted), date of contact, method of contact (telephone, mail, e-mail, other), and documentation demonstrating an explanation of why those businesses could not or would not, under any circumstances, perform the contract; or an explanation of why the agency has determined that no businesses other than the prospective contractor can perform the contract.
Because the “National History Day” organization has designated the prospective contractor as the New Mexico affiliate and coordinator of the History Day competition throughout New Mexico, no other organization will be able to organize the local and state competitions during the current academic year, meeting national criteria and guidelines in time for the state of New Mexico to participate in the national competition.
DCA contacted the previous provider, the New Mexico Humanities Council, as to the best of their knowledge, there might be any organization in the state capable of coordinating National History Day in New Mexico. They confirmed that the Historical Society of New Mexico is now the sole affiliate and that no other organization is capable of coordinating the program.
