About this file
This is a Sole Source Determination document from the State of New Mexico regarding a contract for publishing the laws of New Mexico and preserving and protecting the state's official copyrighted integrated database. The determination establishes that only one vendor possesses the capability to provide the required services, eliminating the need for competitive bidding. The contract pertains to the continued publication and maintenance of New Mexico's official legislative materials and the associated legal database that serves as the authoritative source for state law. The sole source justification indicates that the incumbent contractor possesses unique expertise, proprietary systems, and established infrastructure necessary to maintain continuity and accuracy in the state's legal publishing operations, making alternative vendors unable to meet the specialized requirements without significant disruption to the state's legal documentation systems.
The sole source determination allows for direct award to the identified contractor without competitive procurement procedures. This approach protects the state's investment in the existing integrated database system and ensures uninterrupted publication services for New Mexico's official laws. The determination reflects the specialized and mission-critical nature of legal publishing services, where continuity and database integrity are paramount to state operations and public access to official legal materials.
