About this file
This document is a Synopsis for Air Sampling Flights in East Trout Lake, Saskatchewan, Canada, issued by NOAA. The requirement is for atmospheric air sampling using a GML small aircraft-based collection system and meteorological instruments, with flights expected at the GML Global Greenhouse Gas Reference Network sites. The government intends to award a sole-source, firm-fixed-price purchase order to Jared Chursinoff for $99,305.28, with a performance period from 1 September 2025 to 31 August 2026.
The procurement is being conducted under FAR 13.501 as a non-competitive action, with Chursinoff identified as uniquely qualified based on his proven track record of conducting these research flights since 2010. He has the necessary aircraft, pilot qualifications, certifications, and technical expertise to perform the work. The government emphasizes the need to maintain a continuous measurement time series and believes Chursinoff is the only source capable of meeting their specific scientific program requirements. The set-aside status is noted as a sole-source award with no small business set-aside.
