About this file
This document is a synopsis for a NOAA procurement to fly upper atmospheric water vapor soundings in Alaska. The government intends to award a sole-source, firm-fixed price purchase order to the University of Alaska Fairbanks for $21,000, with a performance period from 30 September 2025 to 29 September 2026. The contract requires monthly launches of Cryogenic Frostpoint Hygrometer (CFH) and Frostpoint Hygrometer (FPH) instruments from Utqiagvik, involving instrument preparation, calibration, and data submission to the GCOS Reference Upper-Air Network (GRUAN). The University of Alaska is the only identified source capable of executing the work due to their specialized expertise with the required expendable payloads and remote launch site capabilities.

(16) Description:
This procurement is to fly upper atmospheric water vapor soundings approximately monthly from Alaska using the Cryogenic Frostpoint Hygrometer (CFH) and a related historical instrument, the Frostpoint Hygrometer (FPH). CFH instruments will be prepared and calibrated prior to each launch.
They will check that all functional requirements of each CFH are met, and ensure that all CFH instruments are prepared prior to each launch with clean CFH internal mirrors and most accurate setpoints to account for the correct mirror reflectivity settings. The contractor will support the NOAA launch personnel in Utqiagvik two or more times per year. At least once, two parallel FPH and CFH instruments will be flown simultaneously to check the two instruments’ ability to accurately ‘co-measure’ the frost point temperatures and ambient temperatures at different altitudes. Whenever a CFH instrument is launched, the data will be quality controlled and data will be submitted to the common database of the GCOS Reference Upper-Air Network (GRUAN) by using the GRUAN RsLaunchClient software.
The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total estimated value of $21,000.00. The expected period of performance is 30 September 2025 to 29 September 2026.
Only one source is capable – The University of Alaska is the only known source with the expendable payloads necessary for the work that is trained in preparation and calibration of the water vapor instruments. Given the remote nature of the site, they are the only choice to execute the work at the current time
The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This synopsis is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
(17) Place of Contract Performance: Anchorage, Alaska
(18) Set-aside Status: This Government intends this procurement to be a sole source award to an other than small business.
