About this file

This synopsis details a sole-source procurement for Niwot Ridge Sampling Services by the National Oceanic and Atmospheric Administration (NOAA). The contract, valued at $60,000, will be awarded to the Regents of the University of Colorado for atmospheric research support at the University of Colorado Mountain Research Station (CU MRS). Specific services include collecting atmospheric air samples, preparing air calibration reference cylinders, transporting Programmable Flask Packages and air flasks, and performing maintenance on a Gas Chromatograph.

The procurement is intended as a direct negotiation with CU MRS, which is deemed the only capable source due to owning and operating the scientific observatory where the research must take place. The contract will be a firm-fixed price purchase order with a performance period from 25 June 2025 to 24 June 2026. The government intends this to be a sole-source award to an other-than-small business, with the place of contract performance in Boulder, CO. Interested parties may submit notifications of capability to the Contracting Officer, though the government retains sole discretion on competitive procurement.

(16) Description:

This procurement is for support for the continued collection of atmospheric air samples, assistance in the preparation of air calibration reference cylinders, transportation of Programmable Flask Packages and other air flasks at the University of Colorado Institute of Arctic and Alpine Research Mountain Research Station (CU MRS), as well as transportation of supplies and regular checks and minor maintenance of a Gas Chromatograph at the CU MRS. The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total value of $60,000.00. The expected period of performance is 25 June 2025 to 24 June 2026.

Supporting rationale. Only one source or brand name is reasonably available as detailed below: Only one source is capable. CU owns and operates the scientific observatory where these atmospheric research programs must take place. The CU MRS is the only source with access to the site, as well as the personnel in place to provide the continuation of the long-term measurement time series, as well as the continuation of the calibration reference cylinder preparation and filling program. To meet NOAA’s scientific program requirements GMD must maintain these long-term measurement time series.

The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

(17) Place of Contract Performance: Boulder, CO

(18) Set-aside Status: This Government intends this procurement to be a sole source award to an other-than-small business.
