About this file
This document is a Synopsis for a NOAA procurement of Picarro G2401-M refurbishment. The government intends to award a sole-source, firm-fixed price purchase order to Picarro Inc. for $64,704.00, with an expected delivery date of 90 days after award. The procurement involves refurbishing Picarro G2401-m units to enhance trace gas, optical temperature, and pressure measurements, supporting NOAA's mission of partnering with commercial airlines to improve greenhouse gas atmospheric measurements.
The solicitation (Number 1333MJ25Q0032) will close on 28 August 2025, with the contract to be performed in Boulder, CO. The government is specifically targeting this as a small business award, leveraging Picarro's exclusive rights to the existing instrument's software and hardware design. The synopsis notes that alternative vendors would require a complete redesign, potentially increasing costs significantly. Interested parties may submit notifications of capability, though the government retains discretion on conducting a competitive procurement.

(16) Description:
This procurement is for refurbished Picarro G2401-m units based upon core units provided by the Government. This includes enhancing the fidelity of trace gas measurements, optical temperature and pressure measurements, and measurement diagnostics. This project will further the NOAA mission of partnering with commercial airlines to enable higher temporal and spatial resolution in measurements of greenhouse gases (GHG) in the atmosphere.
The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total estimated value of $64,704.00. The expected delivery date is 90 days after award.
Supporting rationale. Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required. A key pathway to success for this project is taking an existing instrument that has been designed and built by Picarro and making minor changes to fly on the Boeing 737. Picarro has exclusive rights to the software and hardware design and using another vendor will require a complete redesign of instrumentation which would be a significant cost increase.
The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This synopsis is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
(17) Place of Contract Performance: Boulder, CO
(18) Set-aside Status: This Government intends this procurement to be a sole source award to a small business.
