About this file
This document is a Synopsis for Isotope Interpretation Services issued by NOAA's Global Greenhouse Gas Reference Network. The procurement seeks interpretation of high-precision carbon-14 to carbon ratio measurements from atmospheric carbon dioxide and methane air samples collected throughout the United States and globally. The contract will be a sole-source, firm-fixed price purchase order awarded to the Regents of the University of Colorado, specifically the CU INSTAAR program, with a total value of $95,000 and a performance period from 30 September 2025 to 29 September 2026.
The government intends to negotiate directly with the University of Colorado under FAR 13.501, justifying the sole-source award by noting that CU owns the scientific laboratory and is the only entity with personnel capable of providing continuity for these long-term atmospheric research measurement time series. The procurement will be set aside for an other-than-small business, with a closing response date of 15 September 2025. While the synopsis invites interested parties to identify their capabilities, the government retains discretion on whether to conduct a competitive procurement.

(16) Description:
This procurement is for interpretation of high precision, highly calibrated measurements of the carbon- 14 to carbon ratios of atmospheric carbon dioxide and methane made on air samples collected throughout the United States and globally as part of NOAA GML’s Global Greenhouse Gas Reference Network. Required activities include time series analysis of data from individual sites, analysis of the north-south gradient of these ratios from multiple sites in the network, and estimation of emissions and removals of carbon dioxide and methane based on combining isotopic ratio and concentration measurements. The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total value of $95,000.00. The expected period of performance is 30 September 2025 to 29 September 2026.
Supporting rationale. Only one source or brand name is reasonably available as detailed below: Only one source is capable. CU owns and operates the scientific laboratory where these atmospheric research programs must take place. The CU INSTAAR program is the only source with the personnel in place to provide the continuation of the long-term measurement time series interpretation.
The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
(17) Place of Contract Performance: Boulder, CO
(18) Set-aside Status: This Government intends this procurement to be a sole source award to an other-than-small business.
