(16) Description:

Brand name or equivalent to LR Tech, Inc. ASSIST II: infrared interferometer for atmospheric sounding application comprised of:

To include:

-Fourier Transform Spectrometer (FTS) spectroradiometer complete system.

FTS controller with 3 optimized scan speeds (spectral resolution= 1cm-1): 32KHz (1 scan/sec.), 100KHz (2.8 scans/sec.), 375KHz (10 scan/sec.)

Mirror speed stability: 5% rms at 100KHz, 1% rms at <50KHz -Interferometer

Maximum optical path difference (OPD) of 1 cm Spectral sampling at least 0.5 cm-1 Spectral range: at least 525 to 5,000 cm-1 Single plate KBr beamsplitter (self compensated);

Maximum beam divergence of 60 milliradians full angle;

Throughput: at least 0.00805 sr cm2 HeNe laser metrology system (for digital sampling and mirror velocity control) Sampling rate (laser fringe rate: at least 32khz to 100 kHz, computer selectable) Field of View (45 mrad or better) Noise Equivalent Spectral Radiances (NESR): For ambient target (25℃), Resolution 16cm-1, and Obs. Time 1 sec.:

MCT: 2.5 x10-9 W/cm2 sr cm-1 Spectral band: 900 to 1100 cm-1 InSb: 2.5 x 10-10 W/cm2 sr cm-1 Spectral band: 2000 to 2300 cm-1

For a 15-s integration period, the relative error, computed as the 1-sigma uncertainty (derived from the imaginary radiance) divided by the ambient radiance when viewing a blackbody at 40 degC, needs to be less than 5% in the 525-550 cm-1 region, less than 1.5% in the 550-600 cm-1 region, and less than 0.5% in the 700 to 1400 cm-1 region.

-Radiometric calibration Units Two (2) high-emissivity blackbodies operating at different temperatures, viewed at regular intervals to calibrate the observed sky spectra.

High precision temperature controller which can regulate the temperature of two channels independently (blackbodies) with cavity temperature measured at least at 3 different locations Must have NIST calibration transferability certificates for each blackbody.

Effective Emissivity > 0.9987 Temperature Range, ambient to 60°C Radiance uncertainty <±0.005 K Temperature Stability at least 0.03°C over 120 sec.

Temperature Gradient <0.35°C

-Data acquisition computer pre-configured/ pre-loaded, specific to instrument Radiometric software (data acquisition, processing and display, and instrument control) Instrument continuous monitoring system (sensors and software)

-Ruggedized and Temperature controlled environmental enclosure.

Rain sensor controlled automatic hatch to protect the foreoptics from precipitation.

-Cables and power supplies (all necessary) -Rugged transport cases

-Maintenance and training:

Maintenance (basic and first line diagnostic training).

Warranty: 1 year except on source elements, optical windows and desiccant.

Weight must allow the instrument to be manually deployed at remote fieldsites without the use of special equipment (forklifts, cranes, etc.). The maximum lifting weight required should be less than 75 kg.

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

(17) Place of Contract Performance: Boulder, CO

(18) Set-aside Status: This Government intends this procurement to be a total small business set-aside.
