DESCRICPTION OF REQUIREMENT
Supply Procurement – Solar Salt
August 22, 2022
A. SUMMARY OF WORK AND PLACE OF PERFORMANCE
The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Coleman, located at 846 NE 54th Terrace, Coleman, FL 32511, is soliciting a contract for the purchase and delivery of solar salt crystals for water softening systems to meet the demands of the complex for FY2023.
B. SCHEDULE
The period of performance for this contract is three hundred sixty-five calendar days (365) calendar days from the Award of Contract, which will typically be October 1 through September 30 of the following year. The vendor awarded this contract shall make deliveries of the product between the hours of 7:00 a.m. and 2:00 p.m., Monday through Friday, except Federal holidays. Delivery hours and days may be altered, if requested in writing forty-eight (48) hours in advance and if approved by the Contracting Officer Representative in writing. Each request will be examined on a case-by-case basis.
C. GOVERNMENT (OWNER) RESPONSIBILITIES
FCC Coleman will provide one staff member to meet delivery driver to accept delivery of the product during scheduled delivery hours.
D. EQUIPMENT & SUPPLIES
The vendor shall provide all labor, materials, products, conveyance, offloading equipment, etc.
E. METHOD OF PERFORMANCE
The vendor shall delivery product as described in section “F, Description of Duties” multiple times throughout the 12-month period. Deliveries will be made to the five
(5) Remote Utility Buildings (RUBs). The vendor and their personnel should be professional in nature consistent with FBOP Code of Conduct for FBOP staff. Minor material and work not specified or shown, but necessary for the completion of this supply procurement, shall be provided without additional compensation from the Government. The Bureau of Prisons reserves the right to suspend, limit , or revoke the vendor's privileges at the Bureau of Prison facility due to violations of FBOP security procedures.
F. DESCRIPTION OF DUTIES
The vendor shall provide products, delivery services, offloading of product, labor, fuel, vehicles for deliveries, etc. The product shall meet the following requirements:
Product provided shall be solar salt crystals specifically designed to be used water softening systems.
Salt shall be packaged in fifty pound (50 lb.) bags
Salt shall be delivered as eighteen (18) pallets per truckload, with forty-nine
(49) bags per pallet.
There will be five (5) deliveries anticipated throughout the year.

Deliveries shall be made utilizing a flatbed trailer.
FCC Coleman staff will contact the vendor when a delivery is needed.
Vendor shall deliver product within fourteen calendar days of being notified of the needed delivery.
The vendor shall notify the Government of any conflicts and/or discrepancies prior to acceptance of contract. The Government reserves the right to place and install equipment as necessary in areas, provided such occupancy does not substantially interfere with the vendor’s deliveries. This project is subject to inspection by the U.S. Department of Justice, Federal Bureau of Prisons and other regulatory agencies, as required by the Contracting Officer. The vendor will be responsible for proper tool control and equipment control. The vendor should dress in clothing proper and suitable for the deliveries. The vendor’s personnel should not wear khaki, orange, or dark green colored clothing, as those are the colors of the inmate’s clothing. Camouflaged clothing and grey sweats are also prohibited.
G. INMATE MANAGEMENT
The vendor shall be constantly aware of security and maintain a professional relationship with any inmates at all times, should they encounter the inmate population. Any violations of the institution rules and regulations are to be brought immediately to the attention of an appointed Government employee for prompt and proper action. The vendor will not have unsupervised contact with inmates. The vendor will not supervise inmates and will not be responsible for the administrative management of inmates. FBOP staff members while at the delivery sites will escort the vendor.
H. INSTITUTION
The vendor agrees to adhere to all regulations and guidelines prescribed by the Federal Bureau of Prisons, to include the Federal Correctional Complex (FCC), Coleman local guidelines relating to safety, custody and conduct of inmates, and the safety of the local population. The vendor will be given an orientation, by a member of the FBOP staff, of the policies and procedures of the Bureau of Prisons and FCC Coleman.
I. PAYMENT PROCESSING
The service provider shall provide an invoice for each delivery after that delivery has been accepted by the FBOP. Each delivery should be inventoried by FBOP staff to verify quantity of product. Each invoice should show the amount of product delivered, location(s) delivered to, price per unit of product, extended price per unit, and grand total. FBOP is exempt from sales tax; therefore, sales tax should not be added to the invoices. Any invoice containing sales tax of missing the required information will be returned to the vendor for correction and will not be processed until submitted correctly.
