RFP-RCC-2026-002: Food Services Program SUNY Rockland/Rockland Community College
This Request for Proposal (RFP) is issued by the County of Rockland Department of General Services on behalf of SUNY Rockland/Rockland Community College to procure comprehensive food service management for the college campus. The program encompasses four primary service areas: main cafeteria operations, Hawk's Nest coffee café and grab-and-go venue, campus-wide catering services, and fieldhouse/event concessions. An in-person pre-proposal meeting and facility walkthrough is scheduled for March 30, 2026, at 10:00 AM at Rockland Community College's Cultural Arts Center in Suffern, New York, with attendance strongly recommended. The deadline for written questions is April 2, 2026, at 3:00 PM, and the closing date for proposal receipt is April 9, 2026, at 3:00 PM, with submissions required through the County's Bonfire Portal. The resulting contract will be for an initial three-year term with options to renew for two additional one-year periods, during which the College reserves the right to review performance and cost analysis and may negotiate price and service elements.
The RFP seeks a contractor with minimum five years of experience operating comprehensive food service programs in higher education, specifically in community college or commuter campus environments with demonstrated capability in multi-venue operations and subsidized or revenue-sharing financial models. Proposers must submit detailed financial proposals including three-year pro formas for each service venue, sample menus with pricing, and transparent accounting of all revenue sources and expense categories. The College expects proposals to address operational sustainability within a capped annual subsidy structure, cultural inclusivity including kosher and halal options, sustainability initiatives with local sourcing, and performance measurement through customer satisfaction surveys and financial reporting. Evaluation is weighted heavily toward technical approach (250 points), financial model and operational viability (300 points), on-site leadership and staffing (100 points), experience and performance history (100 points), customer experience and innovation (100 points), sustainability and cultural inclusion (50 points), and cost proposal net financial impact (100 points). The contractor must maintain appropriate insurance coverage, comply with New York State workers' compensation and disability benefit requirements, and employ a qualified on-site Food Service Manager with ServSafe certification and decision-making authority.

SCOPE OF WORK
1. Program Purpose and Strategic Objectives
SUNY Rockland / Rockland Community College (“the College”) seeks a qualified Food Service Partner (“Contractor”) to design, manage, and continuously improve a comprehensive and inclusive campus food services program encompassing:
• Main Cafeteria
• Catering Services (campus-wide)
• Hawk’s Nest (coffee café / grab-and-go)
• Fieldhouse and Event Concessions
The overarching purpose of this contract is to enhance campus life by providing a food service program that is focused on delivering high-quality, accessible, culturally inclusive, and sustainable food services that serve students, employees, and visitors. The food service program shall include culturally responsive menus and allergy aware kitchens in offering halal, kosher, vegan, plant-based, and other options. Respondents shall describe how they can accommodate special dietary and religious requirements of students, staff and visitors.
Sustainability: The College is dedicated to sustainability initiatives and protection and preservation of the environment;
therefore, the Contractor should acquire products and services that are ecologically sensitive, help restore the environment, and/or have reduced negative effect on human health and the environment when compared to similar products. Respondents shall describe the sustainability efforts and practices it proposes for managing the food services program, including sources of origin of its food and the extent to which organic or locally grown products will be procured. Respondents shall also describe how it can implement a re-use program to reduce reliance on disposable take-out containers.
The College recognizes that, due to enrollment size and commuter-campus dynamics, food services may require a managed services model with a college subsidy, subject to an annual cap. Proposers are encouraged to present realistic financial models, including revenue-sharing or hybrid approaches, that align incentives while protecting the College from open-ended financial exposure.
2. Core Performance Outcomes
The Contractor shall be accountable for achieving the following outcomes throughout the term of the contract:
2.1. Customer Satisfaction and Value
• Consistently high satisfaction levels among students, employees, and visitors, measured through periodic surveys and feedback mechanisms.
• Food offerings perceived as good value for price, recognizing student affordability constraints.
• Service delivery that is welcoming, efficient, and responsive during all hours of operation.
• Menu pricing shall remain competitive with comparable retail food service establishments within the local market and consistent with the affordability expectations of community college students.

• Regular rotation of menu options to avoid monotony and encourage repeat patronage.
• Meaningful inclusion of culturally diverse food offerings, including kosher options, and accommodations for common dietary needs (e.g., vegetarian, vegan, halal-friendly items where feasible, and allergen-aware preparation practices).
2.3. Financial Sustainability and Transparency
• Operation of the program in a fiscally responsible manner aligned with enrollment trends and usage patterns.
• Clear, auditable financial reporting that allows the College to understand revenues, expenses, subsidies, and any excess net proceeds.
• Proactive recommendations to improve participation, increase sales, and reduce subsidy reliance over time, without sacrificing quality.
2.4. Campus Integration and Responsiveness
• Alignment of food service operations with the academic calendar, student activities, athletic events, and special campus programs.
• Responsiveness to the needs of evening students, non-credit programs, camps, and community events.

• Queue times managed to reasonable levels during peak periods.
• Clean, safe, and inviting dining environment that meets or exceeds all health and sanitation standards.
The College reserves the right to adjust operating hours, or service formats based on demonstrated demand and budget considerations.

• Fast, consistent service for beverages and light food items.
• Strong brand consistency and product quality, whether branded or proprietary concepts are proposed.
• Menu offerings that complement—not duplicate—the cafeteria.
3.3. Catering Services
The Contractor shall serve as the exclusive on-campus catering provider, while recognizing the College’s right to utilize alternate caterers when:
I. the requested services are outside the scope of services offered by the Contractor; or
II. the Contractor’s price exceeds comparable market pricing by more than fifteen percent (15%), as determined by the College.
• Professional, reliable catering for meetings, academic functions, student events, and executive-level gatherings.
• Published catering menus with tiered pricing options to meet varying budgets.
• On-time delivery, proper food temperatures, and presentation appropriate to the event.
• A demonstrated strategy to grow catering participation and revenue over the term of the contract.
