Section 1. Project Summary and Background

PROJECT REQUEST

The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Office of Sustainability (OoS) requests proposals from qualified respondents to render technical or professional services (“Services”) as set forth in this RFP to develop a Building Decarbonization Strategy to inform current and future programs and services with the goal of lowering costs and reducing greenhouse gas emissions from the building sector.

BACKGROUND/DESCRIPTION OF ENVIRONMENT

The goal of this project is to develop a decarbonization strategy and identify priority programs that can be implemented by the Office of Sustainability or integrated into relevant programmatic activities across city departments. For this RFP, it should be assumed that the Office of Sustainability will provide building data—including the number of buildings by type, aggregated energy use data from benchmarking efforts to date, and modeled emissions from recent regional and state analyses. The Office will also provide background on existing programs and a summary of initial stakeholder engagement by building type, completed in July 2026. The final deliverables expected include, and are not limited to, print and web ready materials, data analysis, and program recommendations designed for both short and long term implementation.

AWARD CLAUSE INCLUDING RENEWAL OPTIONS

If a contract is awarded as a result of this RFP, it will be a City of Detroit Professional Services Contract (Attachment E). The term of the contract will be for one (1) year(s). Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council and signed by the Chief Procurement Officer. The City anticipates one or multiple awards as a result of the RFP.

Section 2. Statement of Work

2.1 Project Objectives

a. Reduce Energy Burden for Detroit Residents Reduce energy burden, defined as the percentage of gross household income spent on home energy costs, such as electricity, heating, and gas, experienced by single family and affordable housing residents by identifying strategies that lower household utility expenses, improve building performance, and expand access to cost-saving decarbonization solutions. Energy Burden is.

b. Strengthen Economic Resilience for Neighborhood Buildings Improve the financial performance of small commercial buildings (such as houses of worship, daycare centers) and neighborhood retail through the implementation of decarbonization measures that reduce operating costs, support long-term business viability and encourage broader adoption of sustainable building practices.

c. Achieve Emissions Reductions through Electrification and Renewable Energy Accelerate the transition to electrification and renewable energy adoption across all building types, including large commercial, institutional and industrial by promoting high-impact carbon reduction building construction and technology integration.

2.2 Services to be Performed

a. Review Existing Data and Programs The selected consultant will review existing targets set forth by existing plans, data collected as part of the benchmarking ordinance and program data inventoried from recent programs. Review of this data is expected to feed the development of the strategy including key considerations on how decarbonization efforts can be embedded into existing priorities.
