Section 1. Project Summary and Background

1.1. PROJECT REQUEST

The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the Housing and Revitalization Department (HRD), requests proposals from qualified housing accessibility/inspection firms to:

• Assess a sample of existing rental housing in Detroit not to exceed 20 properties to better understand:

o Each property’s current accessibility levels for residents with varying abilities o The barriers in each property that limit access for residents with varying abilities o The improvements that could be made to increase the accessibility and inclusive design of these properties to residents with varying abilities

• Develop reports for each assessed property/building that provide recommended accessibility improvements to the exterior, common areas, and units of each property

The goals of this contract are to:

• Provide property owners and management staff enhanced knowledge on how to make their properties more accessible

• Determine the financial resources needed to enhance the accessibility of existing housing stock in Detroit

• Inform the design of any future programming centered on improving the accessibility of existing rental properties in Detroit

BACKGROUND/DESCRIPTION OF ENVIRONMENT

Federal data indicates roughly 1 in 5 Detroit residents live with a disability. The top three most common disabilities among Detroiters, in order, are:

• Ambulatory difficulties: Having serious difficulty walking or climbing stairs

• Cognitive difficulties: Because of a physical, mental, or emotional problem, having difficulty remembering, concentrating, or making decisions

• Independent living difficulties: Because of a physical, mental, or emotional problem, having difficulty doing errands alone such as visiting a doctor’s office or shopping.

The exact number of accessible rental units in Detroit is unknown; however, housing advocates say there is a lack of accessible housing options. HRD recently calculated an estimate of the number of accessible units that could exist in the regulated affordable housing portfolio across the city built or under construction after 1991. Roughly 10,216 units exist in regulated affordable housing built for first occupancy after 1991. Using the accessibility requirements under the Fair Housing Act, this means an estimated 511 of these units could be accessible to those with mobility disabilities, and 204 units could be accessible to those with hearing or visual disabilities. Due to the older age of the majority of Detroit’s housing stock, it is disproportionately difficult for residents with disabilities to find a home that meets their needs. More than 93% of housing units in Detroit were built prior to 1990.

In 2024, the Detroit City Council appropriated funds in the HRD departmental budget to develop a new program to support home modifications for renters with disabilities who otherwise could not afford to make those modifications to their units. In response to this funding allocation, HRD is piloting a program for existing rental properties, whereby property owners can apply to receive accessibility assessments that can help them understand both minor and major improvements they

Revised 11/19/2025 Page 4 of 15 can make to their properties to better meet the needs of residents with disabilities. These assessments will help HRD better understand the financial resources needed for the City to increase the accessibility of existing housing stock.

1.2. AWARD CLAUSE INCLUDING RENEWAL OPTIONS

If a contract is awarded as a result of this RFP, it will be a City of Detroit Professional Services Contract (Attachment E). The term of the contract will be for one year, but this project is expected to be complete by June 30, 2026. Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council and signed by the Chief Procurement Officer. The City anticipates one or multiple awards as a result of the RFP.

Section 2. Statement of Work

2.1. SERVICES TO BE PERFORMED

The selected contractor will be responsible for completing the activities described below:

• Assess existing rental housing properties in Detroit--not to exceed 20 properties--to better understand each property’s current accessibility, the barriers to further accessibility, and the improvements that could be made to each property to increase the accessibility of these properties to residents with varying abilities. Assessments should cover the site layout, exteriors, common areas, routes throughout the property, and select units of each property.

Assessments are expected to be completed in person in Detroit. HRD team members may accompany the vendor inspectors to these sites.

• Develop a report for each property listed above that provides recommended accessibility improvements to the exterior, common areas, and units of each property. Requirements for each report include, but are not limited to:

o Reports should be concise and aimed at a non-technical audience. Reports are not required to have intensive graphic design and are intended to be informative for property owners and City agencies and are not intended for widespread publishing or distribution.

o Reports should include thorough photo documentation and measurements to document existing conditions.

o Include a section that details the property’s current features that align with inclusive design/accessible housing principles (including common areas, site layout, and unit design) and key impediments to accessibility.

o Include a section that details the barriers to accessibility improvements in response to the impediments identified at the property o Include a section of recommended accessibility improvements to each property (including common areas, site layout, and unit design) Include estimated costs of improvements Organize potential improvements by increasing cost and impact on resident experience Include recommendations on best practices in design for each improvement

Revised 11/19/2025 Page 5 of 15

HRD will be responsible for conducting outreach to potential building owner participants, identifying participating buildings, and facilitating the scheduling of assessments with the selected contractor. HRD will review draft versions of assessment reports and request clarifications and additions as needed to meet the desired goals of this project.

Respondents may submit proposals that include the use of an existing property assessment form/report or may include the development of a property assessment form/report to meet the needs of this project. If a respondent proposes developing a custom assessment form, the scope and timeline should account for coordination and collaboration with HRD. If an existing property assessment form/report template will be used, respondents should include those templates in their proposal.
