About this file
This document is an Addendum No. 1 for Request for Bid (RFB) 2025-055 issued by the City of Waco Purchasing Services for Speegleville Rd. Utility Improvements. The bid is scheduled to close at 2:00 P.M. CST on Tuesday, September 16, 2025, with a bid opening via Zoom video and dial-in at 2:01 P.M. CST the same day. The addendum includes a comprehensive list of questions and answers addressing various technical and procedural aspects of the project, such as prequalification of directional boring subcontractors, pipe material options, and product approvals. Notably, the prequalification application was initially due on August 12th, with the project status set to "evaluating" during the review process.
Key additional details from the Q&A include confirmation that multiple directional boring subcontractors can be submitted for prequalification, with only approved subcontractors allowed to be used in the final bid. The city will publicly list all approved general contractors and horizontal directional drilling (HDD) subcontractors. While the base bid requires HDPE pipe, an alternate bid option for fusible PVC pipe will be included in a future addendum. The city also rejected a proposed alternative antimicrobial product (Bio-San) for the project, maintaining the original specified coatings. A geotechnical report will be made available in a subsequent addendum, and HDD subcontractors must submit prequalification information under a general contractor's umbrella by the specified deadline.

Questions RFB 2025-055 Speegleville Rd. Utility Improvements
1. Bonfire shows August 12th as the close date and the bid package says September 16th.
The prequalification application is due August 12th. This will be the 1st closing to review the applications. The project will show an "evaluating" status while the prequals are being reviewed. Then the project will "re-open" with the close date of September 16th.
2. Is it possible for us to submit multiple directional boring subcontractors for prequalification? We work with several in the area but won’t know until a few days before the bid who we plan to utilize on the project.
If we are able to submit multiple subs and one or more is not approved, will that disqualify us as the general contractor? Yes, you can submit multiple prequals for directional boring subcontractors. You would only be able to submit a bid using the subcontractors that had passed the prequal.
3. Will the HDD subcontractors we propose and who are approved be made public as approved? Yes. All GCs and HDD subcontractors will be made public.
4. I am requesting an approval of our antimicrobial product ‘Bio-San’ that can be used in lieu of the specified product for Speegleville Rd Utility Improvements. You will find supportive information attached with this email which shows that ‘Bio-San’ meets and exceeds the performance criteria of the specified ConMICShield and ConTint combined in lieu of proposed coatings mentioned in Spec 000000 Procurement and Contacting Requirements, Section- Special Project Provision, Point 12.17 under Utilities work.
Please note, Xypex Bio-San is an EPA registered product, and the registration number is 92393-2. The City of Waco requires that all new products are submitted to the City prior to incorporation into drawings/specifications and this must be done prior to bidding. The product listed below will not be allowed in lieu of the specified admixtures/coatings for this Project.
5. Prequalification documents - Which Affidavit should be completed for an LLC, since we are neither a Corporation, Partnership or Sole Proprietor? You can complete the Corporation affidavit.
6. Is a geotech report available? Yes; Geotechnical Report will be made available with a later Addendum.
7. Can 14” DR 25 C-900 AWWA Fusible PVC pipe be used as an option for the 16” DR 11 HDPE pipe? The base bid for the horizontal directional drills will remain as HDPE as specified; however, fusible PVC will be included as an alternate bid for the Project.
Additional items for the alternate bid will be included via an Addendum and will specify all applicable information.
8. Do prequalified HDD contractors submitted through one specific GC open the HDD contractor to be approved for the project as a whole? If a subcontractor is approved via the pre-qualification process, they are approved to work on the project under any general contractor.
9. In the event that prequalification documents from an otherwise qualified HDD subcontractor are not submitted by the GC, precluding them from providing a proposal, shouldn't there be a time extended for HDD contractors to submit information directly to the owner? Horizontal directional drill subcontractors are required to submit their pre-qualification information under the umbrella of a general contractor by today (8/12) at 5:00pm and no additional timeline extension will be granted for additional submissions by subcontractors.
