Monroe County is soliciting applications for three distinct funding priorities: Priority 1 focuses on preservation of assisted housing units, Priority 2 addresses rehabilitation of existing affordable rental units, and Priority 3 covers creation of new rental units through rehabilitation or construction. The application period runs from August 10, 2026, through October 29, 2026, at 3:00 PM EST, with questions accepted through October 9, 2026, at 5:00 PM EST via the Bonfire electronic bidding platform. All responses to questions will be provided by October 16, 2026. Applications must be submitted electronically through the Monroe County Bonfire platform at https://monroecounty-fl.bonfirehub.com. Monroe County is offering $255,000 in total SHIP funding from FY 2024-2025 with a maximum award of $40,000 per unit. Funding is structured as deferred payment loans secured by recorded promissory notes, mortgages, rental monitoring agreements, and land use regulation agreements with a fifteen-year loan term. Non-profit entities receive 0% interest with full loan forgiveness at maturity, while for-profit entities receive 3% interest with full loan repayment required at maturity. Applicants must provide complete budgets listing all funding sources and uses, documentation of committed or pending funds, Due Diligence Cost Estimates Forms, and proof that sources equal uses with reasonable costs. Rents must not exceed Florida Housing Finance Corporation limits, and eligible residents will be selected on a "First Qualified, First Served" basis. All awarded funds must be expended by June 30, 2027, with requests for fund processing required by May 31, 2027. The program serves very low-income, low-income, moderate-income, and households up to 140% of Area Median Income throughout Monroe County, including incorporated areas. Priority ranking within each category emphasizes affordability periods, income targeting, and lowest SHIP per-unit costs as tiebreakers.
