About this file

This document contains questions and answers from a pre-bid meeting held on September 15, 2026, for Murray City's Park Center Roof Replacement project in Utah. The meeting addressed bidder inquiries regarding the scope of work for replacing the existing roof system at the municipal facility. Key clarifications included confirmation that the facility will remain operational during construction with regular business hours (Monday-Friday 5:30 AM to 9:00 PM, Saturday 7:00 AM to 5:00 PM, and Sunday 9:00 AM to 2:00 PM), confirmation that the air handlers project will be bid separately from the roofing work, and specification that bidders should prepare proposals for complete removal of existing roofing materials down to the decking without inclusion of cover board. The facility, constructed in 2001, requires ladder access installation in specific areas including above the leisure pool and from the lower east section to the main roof.

The pre-bid meeting addressed technical concerns regarding the building's existing conditions, including insulation adequacy and moisture-related issues. While previous core samples indicated concerns with insulation quality, particularly in pool areas, comprehensive roof insulation assessment remains incomplete. The owner confirmed a minimum insulation requirement of R-30, consistent with TPO material recommendations for code compliance. Bidders were informed that roof core samples have been taken but results are not yet available, and drone imagery previously captured is not accessible to bidders. Moisture and condensation issues above the air handlers and pool area have been identified, evidenced by ceiling rusting of uncertain origin, which the owner is addressing through the combined air handler replacement and roofing system installation.

Questions from Pre-Bid Meeting September 15, 2026

1. Will the facility be open during the project? Yes, facility hours are M-F 5:30 am to 9:00 PM, Saturdays 7:00 AM to 5:00 PM and Sundays are 9:00 AM to 2:00 PM

2. There are alternates listed in the IFB for the ladders. It looks like there are already ladders on the roof? There are sections that don’t have ladder access.

More specifically, ladder access above leisure pool and access from lower east section to main roof.

3. Can we bid on the air handlers project with our roof bid? No, we will be keeping them separate

4. Everything on the decking is being taken off correct? Bid for full removal down to decking

5. Is the insulation good? Is that known? From pervious cores taken there are some concerns especially around pool areas. As far as full roof it is unknown

6. Is there a condensation issue above the air handlers/pool area? Has the moisture issue been addressed? We have noticed rusting in ceiling we are uncertain if it is coming from roof or pool environment. We are working on addressing the issue by replacing Air Handlers and roofing system

7. Do you know what kind of insulation you have? When building was built minimum was R-30. The recommendations from TPO material would be adequate for code

8. How old is the building? Built in 2001

9. Have the cores been done on the roof? There have been some cores taken but we currently do not have the information from these

10. Can you make the drone images available to us? We do not have access to these images

11. On the insulation is there a specific type you are looking for? Minimum of R-30

12. Is the coverboard needed? Let’s bid without the cover board
