About this file
This synopsis document outlines the requirements for a scanning Doppler lidar procurement. The National Oceanic and Atmospheric Administration requires a scanning Doppler lidar no larger than 28 inches by 28 inches and weighing less than 200 pounds for use in a mobile research facility. Technical specifications include a maximum range of 12 kilometers, temporal resolution selectable from 0.1 to 30 seconds, and velocity precision of less than 20 centimeters per second for signal-to-noise ratios above -17 dB. Offerors must submit proposals by July 20, 2023, and award date and pricing will be determined upon contract award under full and open competition with no set-asides. Place of performance is Boulder, Colorado.

(16) Description:
Physical Sciences Laboratory (PSL) requires a scanning Doppler lidar. The size and weight of the lidar shall be within certain specifications because the lidar will be part of a mobile research facility consisting of a small trailer containing numerous scientific instruments that will be pulled by a pick-up truck. The small size and weight are required so that it can be maneuvered into position within the mobile trailer without use of hoists or floor jacks. In addition, the 28x28 size requirement is needed to mount the lidar safely into a manually operated lift system, while the weight restriction is needed for operation of the lift system that will allow for the lidar to be raised to the roof of the trailer and scan the atmosphere from above the top of the trailer. When the trailer is in motion, the lidar will be lowered to

reduce vehicle instability. In addition, the lidar must weigh no more than 200 lbs due to a total weight restriction of 3500 lbs for the combined weight all of the instruments and accessories in the trailer. The weight of these other systems (a 30-foot tower, generator, fuel tanks, helium tanks, infrared spectrometer, irradiance table and sensors, computers, racks, etc.) limits the maximum weight of the lidar to 200 lbs. Furthermore, the rapid nature of the deployments near forest fires requires quick and simple user-configurable scans.
Technical Specifications:
Physical size and weight: no larger than 28 inches by 28 inches (length by width), and less than 200 lbs.
(91 kg).
Ability for precise time synchronization of scans with multiple lidar systems Bandwidth: at least 19 m/s in both positive and negative directions Eye safety: Fully eye-safe, Class 1M Laser wavelength: ideally in the 1.5 μm spectral region Range resolution: better than 30 m First reliable range gate: typically less than 60 m Maximum range: 12 km or greater Temporal resolution selectable in from 0.1 – 30 seconds Velocity precision < 20 cm s-1 for SNR > -17 dB Scanner: -
Able to scan the entire hemisphere, with 0.01° resolution in both axes, user programmable Programmable scan definitions that can be specified via an external text file. The unit should be able to store raw, ungated auto covariance data at the same rate as the moment data.
Operating temperature range: -20C to +40C, temperature stabilized environmental enclosure.
Power requirement: 24V DC, 200 W (Extra 400 W [maximum] for extended cooling option) Pulse rate: 10 kHz Windows 10, solid-state hard drive UDP data broadcasting Email alerts (low drive space, power cut, over temperature etc.)
Integrated GPS 1-year warranty
