Frequently Asked Questions (FAQs)

Question: The solicitation documents and statement of work call for repair and maintenance support, as well as installation of additions, for the Electronic Security System (ESS), Intrusion Detection System (IDS), Automated Entry Control System (AECS), Closed-Circuit Television (CCTV), Active Shooter Button (ASB), however does not identify the manufacturer of the currently existing systems. This information is relevant and necessary to determine cost of these services, products, and the additions required. Please provide manufacturers of the following currents systems - ESS, IDS, AECS, CCTV, ASB, and physical access control/badge reader.

Answer: ESS Includes:

IDS – BOSCH Alarm Systems AECS – Lenel Onguard Software CCTV – current system is digital watchdog; Clear Cloud in solicitation for CCTV upgrade to install AXION digital camera system ASB – Security Technologies INC Card Reader - HID Global PIVClass Reader RPK40-H

Question: There is not a requirement for the Communications and Network Systems maintenance, repairs, and installation, to be overseen by a Registered Communications Distribution Designer prior to submission to the Contracting Officer. An RCDD ensures compliance and optimizes system performance of cabling and communications systems. Please confirm if an RCDD will be added as a requirement to ensure standards, compliance, and allow a detailed review by the ISO (Information Security Officer) prior to deployment and installation.

Answer: Yes, include Registered Communications Distribution Designer requirement.

Question: There is not a requirement for the security systems to be designed, reviewed, and approved by a Registered PSP (Physical Security Professional) prior to submission to the Contracting Officer. Please confirm if a Registered PSP (Physical Security Professional) will be added as a requirement to ensure equipment validation, threat assessments, standards compliance, and allow a detailed review prior to deployment and installation.

Answer: Yes

Question: There is not a requirement for the physical security system with access control to be designed and approved by a Registered CSEIP (Certified System Engineer ICAM PACS) in order to ensure effective implementation and compliance with federal requirements, prior to submission to the Contracting Officer. The solicitation however does call for a FIPS-201 compliant system. Only a CSEIP registered engineer can verify FIPS- 201 compliance. Please confirm if a Registered CSEIP will be added as a requirement to the solicitation.

Answer: Yes

Question: The solicitation calls for maintenance, repair, and additions of Access Control systems which are typically tied into the emergency fire and life safety alert system for proper monitoring and emergency response services. NICET (the National Institute for Certification in Engineering Technologies) is the industry standard, nationally recognized certification entity, for fire alarm systems, used in order to ensure strict compliance with codes and standards. A NICET IV technician is necessary to oversee the inspection, repair, and maintenance of these tied in systems, ensuring the system is up to code/industry standards. Please confirm whether a NICET IV certification will be added as a requirement to the solicitation, to ensure the access control tied into fire alarm system components meet all required local, national, government, and industry standards, codes, and regulations.

Answer: No, our current AECS is not tied into the emergency fire and life safety alert system.
