Lighting and Electrical Draft Solicitation SPE4AX26R0018: Responses to Industry Feedback

This document provides clarifications and responses to industry feedback on the Lighting and Electrical Draft Solicitation SPE4AX26R0018, a Defense Logistics Agency (DLA) procurement. The solicitation covers lighting and electrical products across 31 Federal Supply Classes (FSCs) encompassing a market basket population of 4,164 National Stock Numbers (NSNs). All orders will be shipped directly to DLA depot locations. The contract will utilize an annual Economic Price Adjustment (EPA) based on Bureau of Labor and Statistics Producer Price Index (PPI) data, with specific PCU indexes assigned according to the North American Industry Classification System (NAICS) codes corresponding to each FSC.

Key requirements for offerors include provision of ISO 9001:2015 certification at proposal submission (or from one partner if a joint venture), current compliance with NIST cybersecurity standards and policies as described in Section L.10.1, and the ability to achieve DFARS 252.204-7021 Cybersecurity Maturity Model Certification (CMMC) compliance by November 10, 2028. The Schedule B Pricing Worksheet will include a column identifying evaluated quantities for each NSN. Future contract additions will consist of NSNs within the current 4,164-item population that were not awarded initially, plus any additional NSNs identified later, with timing and frequency determined by DLA's evolving demand requirements.

Lighting and Electrical Draft Solicitation SPE4AX26R0018:

Responses to Industry Feedback

Clarification of Solicitation Requirements

Only Defense Logistics Agency (DLA) Direct requirements will be supported by the solicitation and resulting contract. All orders will be shipped to DLA depot locations with the specific location and shipping address indicated on each order.

Clarification of the ISO 9001: 2015 Requirement

The offeror must provide a copy of their ISO 9001:2015 certification at the time of their offer. If the offeror is a joint venture, one of the partners must hold the required certification and provide a copy with their offer.

Clarification of Cyber Security Requirements

Per Section L.10 Volume 3, Factor II – Cyber Security, bidders must describe how they, and their IT systems, are currently in compliance with the cybersecurity standards and policies noted in L.10.1.

The ability to meet DFARS 252.204-7021 – Cybersecurity Maturity Model Certification (CMMC) requirements is not required at the start of the contract but will be required during the life of the contract. All awardees must be able to meet CMMC requirements by November 10, 2028.

Offerors must meet the remaining NIST standards and policies noted in L.10.1 at the time of proposal submission.

Clarification on Evaluated Proposal Quantities

To clarify the quantity for each NSN’s (National Stock Number’s) evaluation, the Schedule B Pricing Worksheet will be updated to include a column identifying the evaluated quantity.

Clarification of Annual Economic Price Adjustment (EPA)

Per solicitation section C09, the contract will utilize an Economic Price Adjustment (EPA).

The EPA is an annual adjustment to price and is based on a Bureau of Labor and Statistics (BLS) index. The specific index the contract will use to adjust prices is from the BLS Producer Price Index (PPI) and is designated by a PCU number. The PCU number is based on the North American Industry Classification System (NAICS) code assigned to the

Federal Supply Class (FSC). Below are the NAICS codes for the FSCs in the item population and the corresponding PCU indexes.

Addition/Deletion of National Stock Numbers (NSNs)

The current market basket population of 4,164 NSNs encompasses the complete Schedule of Items (SOI) as currently identified. Additions to the contract(s) will be composed of NSNs within this population that were not awarded under the initial contract along with any additional NSNs that are identified at a later time. The timing and frequency of these add groups will be determined by DLA’s evolving demand for the respective items.
