About this file

This is a Class Justification and Approval (CJ&A) document authorizing non-competitive procurement for CH-53K aircraft support items.

The Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) in Philadelphia is authorized to issue orders on a sole-source basis against existing Basic Ordering Agreement (BOA) N00383-20-G-X901 and a follow-on contract vehicle through September 30, 2029. The current BOA expires September 27, 2025, with the follow-on contract anticipated to be structured as a BOA, though the Government reserves the right to enter an indefinite delivery, indefinite quantity (IDIQ) contract if multi-year pricing can be negotiated at award. The procurement covers CH-53K-specific parts, spares, and repairs with no commercial applications, including main modules, hub assemblies, main rotor blades, and related components responsible for power generation, lift control, and flight stability. The covered items are critical for the US Marine Corps aircraft and will be manufactured and delivered as Ready for Issue (RFI) spare units within required production lead times. FY25-FY29 spare and repair requirements are included; due to the aircraft's unstable design, National Stock Numbers (NSNs) will likely change during this period as configurations evolve. The total estimated dollar value and funding sources are redacted in the document. The justification cites 10 U.S.C. 3204(a)(1), establishing that only one responsible source exists capable of supplying these items. The contracting officer determined costs to be fair and reasonable. The CJ&A was approved on November 14, 2025, by Nicholas H. Guertin, Assistant Secretary of the Navy for Research, Development, and Acquisition.
