About this file

This is a Justification for Other Than Full & Open Competition (J&A) document for a Department of the Navy contract action through the Naval Supply Systems Command (NAVSUP) Weapon Systems Support activity located in Mechanicsburg, Pennsylvania.

The acquisition covers spares, repair, overhaul, and modification services for 905 subject items with an estimated value of $26,854,217.25 over a five-year Basic Ordering Agreement (BOA N0010426GBE01) running from February 23, 2026, through February 21, 2031. The sole source is Lockheed Martin Corporation (CAGE Code 52088), 9500 Godwin Drive, Manassas, Virginia 20110. The justification is based on 10 USC 3204(A)(1) and FAR 6.302-1, citing that only one responsible source can satisfy requirements due to proprietary manufacturing and repair data not owned or accessible to the Government. The Government determined it uneconomical to acquire data rights or reverse engineer the parts. Two specific NIINs (015797193 and 015813145) are repair-only items on the BOA. Market research through ITIMP, ERP, and MBPS/Windchill databases confirmed no alternative sources possess the necessary technical data, manufacturing documentation, drawings, specifications, or software structure knowledge to manufacture or repair these items. A synopsis was posted on November 19, 2025, which generated interest from Snowflake Consulting LLC; however, source approval processing could not meet the fleet logistics support timeline. The contracting officer will perform price and cost analysis to ensure fair and reasonable pricing prior to awarding individual orders. All required approvals, including legal sufficiency review and competition advocacy review, were completed by February 11, 2026.

4. Statutory Authority Permitting Other Than Full & Open Competition

This J&A is based upon the authority of 10 USC 3204(A) (1), only one or a limited number of responsible sources will satisfy agency requirements, as implemented by FAR 6.302-1

5. Rationale Justifying Use of Cited Authority

A/RMC 3

Acquire, for the second or subsequent time, directly from the actual manufacturer.

A/RMSC R

The Government does not own the data or the rights to the data needed to purchase / contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture/repair this item, A/RMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture/repair this item, A/RMCs 1 or 2 are valid.

This acquisition will be solicited to

CAGE Code 52088 Lockheed Martin Corporation, 9500 Godwin Dr, Manassas, VA, 20110. Lockheed Martin Corporation is the only approved commercial manufacturing and repair source for the subject items. The government does not own the data or the rights to the data needed to purchase these parts from additional sources. It has been determined uneconomical to buy the data rights or reverse engineer. The government does not possess the data necessary to support full and open competition. Lockheed Martin Corporation is the only known existing source that has the specific production engineering background, extensive integration, testing facilities and comprehensive technical expertise to manufacture and repair the equipment. Lockheed Martin Corporation has intimate knowledge of the software structure. Many parts require testing within the higher assembly in the conditions the unit will encounter in the field. There are no known authorized distributors. This is a follow-on BOA from previous BOA for the time period of 2021-2026. The following NIINs: 015797193 and 015813145 have an AMC of 1R; however the RMC is 3R; these are Repair Only on the BOA.

6. Description of Efforts Made To Solicit Offers From as Many Offerors as Practicable

15 MAR 2019 Class Waiver of the Requirement to Post a Request for Information or Sources Sought Notice applies to this requirement

The proposed contract action was synopsized on the government-wide point of entry on 11/19/2025 and as a result One other source expressed interest during the synopsis. Source is Snowflake Consulting LLC. They've been notified of the following:

Award of a contract for a current solicitation may continue based on fleet logistics support needs. If evaluation of the source approval request cannot be processed in time to meet these needs, award will be made to a currently approved source. Any source approval request could potentially be processed for consideration against future requirements. Qualification by any method does not guarantee future contracts but does allow competition with other qualified sources when requirements arise.

Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows

Market research was conducted using the ITIMP, ERP, and MBPS/Windchill databases per the market research document. Data review discloses that the data to manufacture and repair; manuals, publications, associated drawings and specifications required to manufacture and repair and maintain the quality of the 905 subject items are not in Government possession and cannot be economically obtained. Without the above data it is not possible for any other source to manufacture and repair the 905 subject items. No other company has access to the manufacturing or repair data that would enable them to manufacture or repair the 905 subject items. The government does not possess the data necessary to support full and open competition. The only approved commercial manufacturing and repair source is Lockheed Martin Corporation CAGE Code 52088.

7. Determination of Fair And Reasonable Cost https://mynavsup.nag.navy.mil/apps/ops$workflow_pro.j_and_a_edit?p_id=28416 3/4

The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable. The contracting officer will perform price and/or cost analysis to determine price reasonableness prior to awarding individual orders.

8. Actions to Remove Barriers to Future Competition

To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to manufacture/repair the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines. Also, future requirements will be advertised on the government-wide point of entry. For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
