About this file

This document is a Federal Acquisition Regulation (FAR) Subpart 13.5 Sole Source Justification and Approval for a contract modification with Timken Gears & Services, Inc. The modification is for a technical representative to assist with Main Reduction Gear (MRG) repair and testing for a US Naval Vessel at the Ship Repair Facility and Japan Regional Maintenance Center in Yokosuka, Japan. The contract (N0040626PS017) was originally awarded on 12/4/2025 and this modification will extend the technical representative's on-site days from 10 to 15, add a second trip for testing, and include the purchase of 4 bearings with connector assemblies and 24 locknuts.

The justification for the sole source award is based on unusual and compelling urgency, stemming from a critical C4 CASREP for unusual noise in the MRG. Timken is the sole provider due to their proprietary drawings and specifications, which they acquired from the original equipment designer. The modification is crucial to restore the ship's propulsion system and support national tasking, with the daily cost of the ship being non-operational estimated to be significant. The Navy's market research confirmed that only Timken can meet the requirement, and the modification is anticipated to be awarded in December 2025 using Fiscal Year 2026 Operations and Maintenance, Navy funding.
