About this file
This is a Justification for Other Than Full & Open Competition (J&A) document issued by the Department of Navy, NAVSUP WSS in Philadelphia for contract actions under a Basic Ordering Agreement (BOA N00383-26-G-0008) valid through December 31, 2030. The acquisition covers repair and overhaul services for various critical parts and components identified through multiple Contract Line Items (CLINs A and C), with nomenclature, NSN, and part numbers referenced in Attachment A. The estimated contract value and unit pricing are redacted in the document.
The J&A justifies the use of other than full and open competition under the authority of 10 USC 3204(A)(1) and FAR 6.302-1, citing limited qualified sources. Specifically, CLIN A involves a Critical Application Item (A004) and additional items (A001-A003, A004AA-A008AA) that require repair by a single approved source due to proprietary technical data, drawings, specifications, and test equipment/procedures that are not available to the Government. CLIN C involves Foreign Military Sales (FMS) items (C001-C006) approved through the Air Systems Engineering (ASE) database, similarly restricting competition to a sole approved source. Market research confirmed no alternate sources possess the necessary technical data or qualifications. The contracting officer determined anticipated costs to be fair and reasonable. NAVSUP WSS has no current plans to compete future contracts but will advertise future requirements through the government-wide point of entry to encourage potential vendors to submit Source Approval Requests. The J&A received final approval from the Head of Contracting Activity on November 6, 2025.

This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, A/RMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, A/RMCs 1 or 2 are valid.
The data needed to acquire/repair this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. A/RMCS 3, 4, or 5 are valid.
