About this file
This is a Justification for Other Than Full & Open Competition (J&A) document from the Department of the Navy, NAVSUP WSS located in Mechanicsburg, PA. The document justifies the award of a repair/overhaul contract through non-competitive procurement rather than full and open competition.
The acquisition covers the repair and overhaul of a Power Supply HV unit (NSN 6130-01-565-9011, P/N 6869024-1) with an estimated contract value of $3,296,684.00 and an expected final delivery date of November 20, 2025. The Government is procuring this service directly from DB Control (CAGE 0R856), the only known repair source capable of servicing this critical electronic device. The justification cites 10 USC 3204(A)(1) and FAR 6.302-1, establishing that only one responsible source can satisfy the agency's requirements. The Government does not own the design data, repair procedures, or quality assurance documentation necessary to authorize alternate sources, and it has been determined uneconomical to reverse engineer the part or purchase the required data rights. The repair of this radio frequency power amplifier is mission-critical, as failure to properly repair it would severely impact a ship's steerage, maneuvering, and speed capability. Market research was conducted across multiple Government databases, and the action was synopsized on the government-wide point of entry on February 5, 2025, with no other offerors expressing interest. The contracting officer determined the anticipated cost to be fair and reasonable. NAVSUP WSS has no current plans to compete future contracts for this item but will reassess if alternative sources emerge and will advertise future requirements on the government-wide point of entry.

It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture/repair this item, A/RMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture/repair this item, A/RMCs 1 or 2 are valid.
This acquisition will be solicited to
D B Control (0R856) The Government does not own the data, or the rights to the data needed to openly compete this repair requirement. The only source listed above maintains the design and repairs standards via design drawings, repairs procedures, and quality assurance procedures. The Government does not have the data/or is not authorized to use the data, to approve alternate sources. Without the OEM documentation, in-it-self, creates a safety issue, critical issue, which would develop, into an issue of mission capability. Failure to repair, one or more items properly, would have a severe impact on a ships steerage/maneuvering, and speed capability. An electronic device whose radio frequency input signals control power from a source independent of the input signals and delivers radio frequency output signals of greater amplitude with respect to current and/or voltage.
15 MAR 2019 Class Waiver of the Requirement to Post a Request for Information or Sources Sought Notice applies to this requirement
The proposed contract action was synopsized on the government-wide point of entry on 02/05/2025 and as a result no other offerors expressed interest in the requirements
Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows
A technical review, which consisted of searching several Government databases including ITIMP, ERP/ORACLE/FMT, ISEA, and NSDER, has been completed on this item. Search criteria included Part Number, Design Control Activity, Cage Code, NSN, Nomenclature, RMC/RMSC, AAC, Criticality Coding, recorded approved sourced of supply, historical sources of supply and past contracts. Based on this market research the contracting officer has determined that the only known repair source is Cage 0R8S6. If a company other than the ones listed, believes they have the capability to repair these items, can submit their company's capabilities to repair within this industry, to NAVSUP WSS Technical, for forwarding to the Program Office. The Program Office will review and evaluate the documentation provided. The Program Office may request further documentation of capabilities. The Program Office may also require a site visit, to evaluate a repair source's capabilities, to adequately accomplish the repairs for these items. Upon qualification, the approved company will be able to participate in future solicitations.
The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.
For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
