About this file

This is a Bid Bond Confirmation and Bid Check Return Authorization Form used by Harris County, Texas for procurement processes. The form provides instructions for contractors submitting either bid bonds or cashier's checks as bid security, requiring that cashier's checks be physically delivered in sealed envelopes to 1111 Fannin, 12th Floor, Houston, TX 77002 before the due date. The form includes sections for documenting bid bond details (Section A) or cashier's check information (Section B), along with contractor contact information and mailing address for check return purposes.

The form establishes that all bid checks must be payable to Harris County and for the required amount. For bid solicitations, the County Clerk retains checks from the three lowest bidders until contract award, performance bond receipt, and payment bond if required, while returning other bidders' checks within 72 hours of bid opening. For RFP solicitations, all checks are retained by the Office of the Purchasing Agent until contract award and bond requirements are satisfied. The county is authorized to return checks via regular mail without liability when bidders are unsuccessful, bonds have replaced the check, or upon contract completion.
