About this file

This is a questionnaire document for an Invitation to Negotiate (ITN) issued by a Florida school district seeking benefits consulting and actuarial services. The district requires comprehensive services including analysis and evaluation of current employee benefit plans, review of plan documents for compliance, assistance with developing RFPs and ITNs for benefit products, and participation in monthly Insurance Task Force meetings and Board meetings. Proposers must submit one electronic proposal through the Euna Procurement Platform no later than 2:00 PM EST on May 21, 2026. The scope encompasses services for both active and retired employees, spanning health plans, life insurance, and other group insurance products, with proposers required to demonstrate experience with similar public sector clients and measurable project outcomes.

The questionnaire requires proposers to provide annual all-inclusive fees, confirm commission structures, and detail cost control approaches while excluding specific services or identifying deviations from requirements. Proposers must be licensed life and health agents or brokers in Florida and provide personnel qualified or certified in employee benefits and actuarial services. Key requirements include HIPAA compliance, legislative monitoring, quality assurance procedures, disaster recovery planning, insurance coverage disclosure, and access to legal counsel for benefits-related guidance. The district requires a services matrix completed by each proposer indicating agreement to provide required services, agreement with deviations, or inability to provide. The questionnaire addresses governance and risk management, including disclosure of litigation, regulatory actions, conflicts of interest, and gifts or compensation provided to district staff within the past twelve months.
