U.S. General Services Administration GSA Region 10
Leasing Division – Auburn, WA
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
CURRENT LEASE NUMBER: GS-10B-06899
NEW LEASE NUMBER: N/A – 2 Year Extension
PROJECT NUMBER: 6WA0469
Agency Name: Internal Revenue Service – Tacoma, WA
1. IDENTIFICATION AND DESCRIPTION OF ACTION BEING APPROVED.
The General Services Administration currently leases 16,918 rentable square feet (RSF) yielding 14,717 ANSI-BOMA Office Area Square Feet (ABOA SF) of office space located at Wells Fargo Plaza, 1201 Pacific Avenue, Tacoma, WA 98402-4301, under lease number GS-10B-06899 (the “Lease”) for the Internal Revenue Service (IRS). The Lease also includes six parking spaces on-site and six parking spaces located nearby.
The current lease expires on June 30, 2017.
Initial project planning for a replacement lease revolved around a potential superseding lease for a revised footprint. As part of the due diligence for that action, GSA determined that the existing location is not fire life safety compliant and cannot be made compliant, as compliance would require the relocation of two main internal stairways.
Therefore, a full and open procurement and relocation is required. GSA fire life safety engineers have suggested that with some alterations, such as the addition of fire doors and opening a new doorway in a wall, that the Lease could be extended for a short period to allow time to formulate a long-term solution. GSA has conveyed these ideas to the Lessor and the Lessor is currently working on permitting those alterations. IRS is currently late with developing its new requirements for a long-term leasing solution which may or may not result in consolidation of its footprint.
2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED.
Given IRS’s timeline for new requirements, a two (2) year extension is in the best interest of the Government.
Therefore, this requirement is for 16,918 RSF, yielding 14,717 ABOA, for a 2-year firm extension term, such extension term to commence July 1, 2017. The estimated total annual cost for the first year at the incumbent location has a 2-year estimated total contract value of $998,880.40.

While this market research was performed in an attempt to estimate market rates, it is unknown if any of the identified alternative locations would meet GSA’s requirements for Seismic, Accessibility or Fire/Life Safety.
8. OTHER FACTS SUPPORTING USE OF OTHER THAN FULL AND OPEN
COMPETITION.
A short-term extension facilitating the development of long-term requirements will avoid a lease holdover.
9. LIST OF SOURCES THAT EXPRESSED INTEREST IN THE ACQUISITION.
10. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION.
In accordance with GSAM 570.402-2 and 570.402-5, future follow-on requirements to this requirement will include an advertisement of the requirement in FedBizOpps in support of developing the market survey. Based upon the results of the cost-benefit analysis, either a request for lease proposal (RLP) will be issued competitively, or an only known source justification will be developed if the analysis shows relocation costs cannot be recovered.
