The USAO is currently located at 1000 Louisiana St, Houston, TX 77002. Renovation of the Space at the current location will be required to meet all of the requirements of this RLP package, including the schedule requirements outlined under the Lease. The RLP outlines a level of base building/shell requirements, tenant improvements, and BSAC that will require all or portions of the Space to be vacant during renovations. In addition, existing tenant improvements must be demolished and replaced with new tenant improvements in accordance with the Government’s POR and approved plans.
As part of the initial offer, the incumbent Lessor must submit a plan and schedule outlining specific swing space alternatives meeting the requirements stated herein and under Lease paragraph “Swing Space - Lease.” Any plan or schedule that does not efficiently or timely house the Government’s requirements or fails to adequately prevent disruption of Government operations may be rejected and the offer may be considered technically unacceptable. The swing space plan and schedule shall include, at a minimum, the following:
1. Detailed narrative demonstrating how renovations are proposed at the current location in accordance with all of the requirements of this RLP package, including requirements set forth in this paragraph and Lease paragraph 7.06, Swing Space - Lease. Narrative shall clearly identify the number of Government staff member moves and outline how renovations will occur with minimum disruption and interference with ongoing Government operations;
2. Floor plan (computer generated plans set to 1/8” = 1’0” preferred) indicating block(s) of swing space including swing space finishes; and
3 Schedule of swing space and final Space to address interim moves demonstrating adherence to Lease schedule, inclusive of all phases, commissioning, and testing requirements.
Swing space must meet the following:
The renovation of 1000 Louisiana St, shall be completed in no more than three (3) phases.
In the event of a phased renovation: the Lessor’s construction duration set forth in Lease Paragraph 4.01(I) shall be divided among the phases in proportion to the square footage of each phase; the Government shall be granted access to each phase for purposes of installing Government Furniture Fixtures and Equipment (FF&E) at least 25 Working Days prior to the completion of each phase; and the Government shall be granted at least 25 Working Days in between each phase in order to occupy such phase and vacate space to be renovated in the next phase.
During renovations, the Lessor will be responsible for providing and paying for swing space (temporary alternate space) equal in size to the amount of space vacated from time to time in 1000 Louisiana St ("Swing Space"), but in no event less than 70,000 ABOA SF of contiguous space.
Lessor shall, at its sole cost and expense, be responsible for all renovations, FF&E, IT/Telecom/AV/Security cabling and infrastructure, Level 3 security screening and other measures, connections to USAO Networks, and other expenses necessary to provide turnkey Swing Space ready for occupancy in a condition that is “like for like” with the current location and that meets all of the minimum requirements of the RLP and Lease. All tenant improvements to the Swing Space shall be in accordance with plans and specifications approved by the Government.
Swing space must be located in the same building or Swing Space must be located within 1,320 walkable linear feet (WLF) of 1000 Louisiana St, measured along handicap-accessible, paved pedestrian pathways from the main entrance of 1000 Louisiana St to the main entrance of the swing space location, and must meet the Neighborhood, Parking, Location Amenities, and Public Transportation requirements set forth in Paragraph 1.05 above.
If the incumbent is not the owner of the offered property for swing space, an executed Letter of Intent for leasing such swing space to the Offeror, reflecting a minimum lease term coterminous with the completion of the renovation of the Space, must be submitted no later than Final Proposal Revisions. If selected, control through ownership, lease, or binding option of such specific alternatives must be demonstrated within thirty (30) days after Lease Award.
The Government reserves the right to require a single group of employees (including contractor personnel) or successive groups of the Government employees to be moved into and out of the swing space, based upon the Incumbent Lessor's proposal. Each USAO organizational component and sub-component must remain intact, with its employees collocated together and not intermingled with other organizational components, throughout the phased renovation. The Government shall be responsible for the cost of moving each Government employee one time only, which shall be identified as the last and final move from the swing space to the final Space. The Incumbent Lessor shall be responsible for the cost of all moves, interim moves, and restacking in excess of one move per Government employee.
Prior to Final Proposal Revisions, the Incumbent Lessor must submit a swing space layout that allows the Government to function efficiently during renovation of final Space, as determined by the LCO.
Renovation Plan: The incumbent Offeror must also submit a Renovation Plan with its initial proposal. The Renovation Plan shall demonstrate how the offeror proposes to renovate 1000 Louisiana St in accordance with all of the requirements of this RLP and Lease, including the requirements set forth herein, with minimum disruption and interference with the ongoing operations of the USAO. The Renovation Plan should also address how the Lessor proposes to correct any deficiencies in the existing building condition. The Lessor will be responsible for maintaining minimum standards for all space in 1000 Louisiana St that remains occupied during the renovation, including, but not limited to, life safety and air quality standards. Areas under renovation shall be isolated from occupied spaces by the use of at least 4-mil sheets of polyethylene and such further mitigation measures that may be required for health, safety, and useful functionality of the space not under renovation.
Major construction and office renovation that will be disruptive to normal office activities shall be conducted outside of Normal Hours. The Government will pay rent on the current leased Premises at 1000 Louisiana St during renovation for the term remaining under the existing USAO lease but will not pay rent for the Swing Space. The term of the new lease of 1000 Louisiana St would begin in phases in accordance with the provisions of this RLP and Lease as portions of the renovated space are accepted by the Government, provided that the composite occupancy date shall be no later than the occupancy date required by the RLP and Lease.
4. GSA Form L100- Section 7.01 SECURITY REQUIREMENTS (OCT 2021) is deleted in its entirety and replaced with the following:
