About this file

This is a Memo to File documenting the justification for a lease extension without competition within the Simplified Lease Acquisition Threshold (SLAT).

The document concerns Lease Number LSD14397 occupied by the Social Security Administration (SSA) at 5021 S Nevada Avenue, Sioux Falls, South Dakota, expiring July 31, 2026. The government requires a 12-month lease extension, with the estimated net annual rent falling within SLAT parameters. The extension decision is supported by GSAR 570.405. The contracting officer, Ryan Reynolds, has determined that the extension is justified based on cost-based rationale. The government encounters unexpected delays outside its control in acquiring replacement space, necessitating this short-term extension to protect occupancy rights and avoid holdover tenancy costs. The government cannot reasonably recover relocation costs through full and open competition for a separate short-term lease covering this extension period. The memo was dated July 16, 2026, and a mission-based rationale section is included but remains incomplete in the documentation.
