About this file

This is a Memorandum to the File documenting a lease extension justification for federal real property.

The document addresses Lease No. LPR19226 for approximately 4,048 rentable square feet (3,520 ANSI BOMA Office Area square feet) of office space located at REXCO Industrial Park Building, State Road 165, Guaynabo, Puerto Rico 00968. The current lease expires on November 14, 2026, and the justification authorizes negotiation of a 48-month extension with a 24-month firm commitment with the existing lessor. The extension is being pursued as a noncompetitive action under the Simplified Lease Acquisition Threshold (SLAT) program, as the anticipated annual cost falls below the $350,000 net annual threshold and therefore does not require a formal justification for other than full and open competition. The Leasing Contracting Officer determined the extension is operationally necessary to provide the agency sufficient time to finalize requirements and plan, procure, design, and construct space for follow-on leasing actions.

The Contracting Officer certified that anticipated costs for shell and operating expenses per rentable square foot are fair and reasonable based on market research conducted using CoStar and PropertyShark data. Analysis of three comparable market locations revealed rental rates within a specified range, with an average rate identified. The proposed rental rate falls within this market range and was determined to be fair and reasonable. The memorandum was signed by Bryan Cucinotta, Leasing Specialist, and Thomas Landron Morales, Leasing Contracting Officer, both dated September 18, 2026.
