About this file
This is a Memo to File documenting the justification for a lease extension without competitive procurement under the Simplified Lease Acquisition Threshold (SLAT).
GSA is extending lease number GS-04P-LFL62640 for Armed Forces Recruiting Command at Sawgrass Commerce Center, 14050 NW 14th Street, Sunrise, Florida 33323-2865. The current lease expires June 20, 2026, and GSA proposes a 12-month extension from June 21, 2026 through June 20, 2027, with a potential second year option through June 20, 2028. The extension is justified because insufficient time remains to procure replacement space before lease expiration. Market research using the Bullseye/Market Rate Calculator determined an asking rate of $30.31 per rentable square foot (RSF) compared to the current rent of $30.18 per RSF. On April 15, 2026, the Lease Contracting Officer negotiated with the lessor's representative, resulting in a net annual shell rent of $271,444.95 with operating costs of $90,548.72, totaling $361,993.67 annually at $31.09 per RSF. This net annual rent falls within the SLAT threshold. The extension is supported under GSAR 570.405 due to unexpected government delays in acquiring replacement space outside of its control. The justification relies on cost-based rationale, explaining that lease extensions avoid costs associated with holdover tenancies and that relocation costs cannot be reasonably recovered through competitive procurement of a separate short-term lease. No mission-based rationale was identified as applicable. The document was prepared and approved by Eugene B. Wright, Lease Contracting Officer, on May 18, 2026.

Documentation to Explain the Absence of Competition – Lease Extension Within SLAT
Lease number GS-04P-LFL62640, occupied by Armed Forces Recruiting Command (Agency) at Sawgrass Commerce Center, 14050 NW 14th Street, Sunrise, FL 33323-2865 (Premises) will expire on June 20, 2026. As part of the Government’s review of the Agency’s ongoing space requirements, it was determined there was insufficient time remaining in the Lease to procure a replacement. Therefore, GSA has decided to extend the Lease, preferably for 12-months. The Premises represents the most advantageous location to meet the continuing needs of the tenant-agency during the proposed extension.
Market research conducted using Bullseye/ Market Rate Calculator indicated an asking rate of $30.31 per RSF. The current rent is $30.18 per RSF.
On April 15, 2026, the Lease Contracting Officer negotiated with Justin Cope, representing the Lessor. The results of negotiations are detailed below:
Term Shell Rent Operating Costs

6/21/2026 – 6/20/20271 $271,444.95 $90,548.72 $ 0.00 $361,993.67 $ 31.09 $30,166.14 6/21/2027 – 6/20/2028 $271,444.95 $90,548.72 $ 0.00 $361,993.67 $ 31.09 $30,166.14
1 The 12-month period from 6/21/2026 through 6/20/2027 are firm.
The net annual rent of this action is $271,444.95, which is within the Simplified Lease Acquisition Threshold (SLAT). The decision to pursue a lease extension is supported by GSAR 570.405.
The agency occupying the leased space is scheduled to move into other Federally controlled space but encounters unexpected delays in preparing the new space for occupancy.
The government encounters unexpected delays outside of its control in acquiring replacement space.
The government is consolidating various agencies, and the contracting officer needs to extend the terms of some leases to establish a common expiration date.
The agency occupying the space has encountered delays in planning for a potential relocation to other federally controlled space due to documented organizational, financial, or other uncertainties.
This extension for a lease below the simplified lease acquisition threshold is necessary as:
Cost based rationale
Lease extensions represent short-term contracting actions which are necessary to protect the occupancy rights of the government when the government cannot vacate the premises by the expiration of the existing contract term. Extensions avoid the costs associated with holdover tenancies. Additionally, the government cannot reasonably expect to recover the costs associated with relocation of the tenant agency through full and open competition of a separate short-term lease to cover the term of this extension.
Mission based rationale
The agency’s mission for this location requires a unique location and cannot be satisfied through any alternative locations. The agency’s mission and justification for a unique location is summarized: Not Applicable.
