Dear Prospective Applicant:
The purpose of this Amendment is to provide:
1) provide answers to the questions submitted during the Q&A period;
2) extend the submission closing date for Concept Papers to Wednesday, March 11, 2020 at 1:00 pm, EDT.
3) provide additional co-creation guidance

Questions and Answers
Question 1- The APS document 7200AA20APS00001 suggests that the "Principal Applicant" must come from a "US colleges and universities".
But the following paragraph indicates that "As per Title 2 CFR 200, USAID invites concept papers [...] from all eligible and qualified entities including [...] public sector entities, [...] and the
Consultative Group for International Agriculture Research (CGIAR)".
We would like to have a clarification regarding the following points:
1) Can a non-governmental organization (located in Kenya-CIGAR member) be eligible as a
Principal Applicant?
2) Can a US non-governmental organization be eligible as a Principal Applicant?
3) Are all the partners listed above eligible to the APS?
Answer: As this program is authorized under Title XII of the Foreign Assistance Act of 1961, principal applicants may only be eligible U.S. colleges and universities as defined under Section
296(d) of Title XII of the Foreign Assistance Act.
USAID seeks concept papers that include a consortium of at a minimum: 1) An eligible US university as defined in Section B.XI, and 2) at least one local University in a Feed the Future or
Resilience country. Additional consortium partners are encouraged and may include private sector, public sector, CGIAR, NARS, and NGOs from the US or abroad.
U.S. non-government organizations are not eligible to serve as the principal applicant.
Other non-government organizations are not eligible to serve as the principal applicant.
Under Title XII of the Foreign Assistance Act of 1961, Section (b), all other entities listed in
Section B.XI are eligible to serve as partners to a principal applicant in a consortium model.
Furthermore, USAID strongly encourages applicants to include qualified Minority-Serving
Institutions (MSIs) as consortium members including, but not limited to, Historically Black
Colleges and Universities (HBCUs), Predominantly Black Institutions (PBIs), Hispanic-Serving
Institutions (HSIs), Tribal Colleges and Universities (TCUs), and Asian American Native
Alaskan and Pacific Islander Serving Institutions (AANAPISIs).
Question 2- Can federal partners such as USDA-ARS participate as collaborating institutions?
Answer: No, federal agencies cannot participate as collaborating institutions.
Question 3- Is working with multiple countries in one region or in multiple regions such West
Africa and East Africa encouraged or discouraged?
Answer: Working with multiple countries in one region or in multiple regions is neither encouraged, nor discouraged. Please see APS Section B.III. for information on geographic focus.

Question 4- Is a consortium model of institutions in multiple countries collaborating encouraged or discouraged given these diseases are transboundary?
Answer: A consortium model of institutions in multiple countries is neither encouraged nor discouraged. Please see APS Section B.III. for information on geographic focus.
Question 5- Are there forms we should be following, i.e. for the cover page, etc.
Answer: There are no standard forms for the concept paper. Please see section C.IV of the APS for Concept Paper Submission and Format instructions.
Question 6- What is the APS definition for “theory of change”?
Answer: In alignment with ADS Chapter 201, the theory of change, or development hypothesis, describes the how and why, and under what conditions - based on the given parameters and best available information- the activity will be successful in achieving the objectives and goals. Question 7- Is there a format for the CVs to accompany the concept note?
Answer: No, there is no standard format for CVs that accompany the concept paper.
Co-creation Addendum
USAID intends to hold the co-creation activities between March 16, 2020 and April 06, 2020 through a conference call and/or virtual platform. Please note that the time is subject to change.
Refer to the general guidelines for the co-creation events in Section C.VI to begin preparing.

Applicants.
