Questions submitted for RFP 69JJ318R000007
1. RFP Page 14, G.6 – Sentence 3 in the last paragraph on the page refers to “…categories in (i) through (vi) above…” No such categories exist in G.6. It appears that the reference should be
“…categories in (a) through (d) above…” Please clarify the reference.
Answer: That is correct, it refers to “…categories in (a) through (d) above…”
2. RFP Page 30 – Clauses 52.222.17 Nondisplacement of Qualified Workers (May 2014) and 52.222‐
41 Service Contract Labor Standards (May 2014) are referenced. In both of these clauses, the definition of service employee is applied. The definition states “Service employee means any person engaged in the performance of this contract other than any person employed in a bona fide executive, administrative, or professional capacity.” This resulting contract will only apply to bona fide executive, administrative, or professional employees in the execution of its scope of services. If there is no applicability for service employees, will the Government consider removing 52.222‐17 and 52.222‐41 from the RFP? If these clauses are not removed, please clarify the applicability to the scope of work.
Answer: FHWA will consider the request. Please note in your Volume II.
3. RFP Page 44, L.4 – Will a Volume I cover and cover letter count against the volume page count limits?
Answer: No
4. RFP Page 45, (b) Part II (top of page) ‐ Are the resumes limited to only the proposed key personnel, and if not, is there any limitation on the number of resumes that can be submitted in a proposal besides meeting the 30 page limit for Part II?
Answer: No to both questions.
5. RFP Page 46, Volume II, Part I, bullet (b)(1) – It is stated that “Standard Form 33 is to be executed fully and used as the cover sheet (or first page) of this volume.” Does “this volume” refer to
Volume II or only Volume II Part I – Cost/Price Information?
Answer: Volume II Part I
6. RFP Page 48, Part IV Subcontracting Plan – The second paragraph of Part IV states that the offeror shall submit a subcontracting plan in accordance with the instructions/format in J.5 of the RFP. The only cost information requested in the RFP is Labor Category Rates in J.2. The
Government will be applying the Labor Category Rates during the proposal evaluation period.
There will not be any contract value known until the Government awards a contract to the successful offeror. Without the contract value or level of effort upon which to base a potential subcontract award, information does not exist with which to develop a subcontracting plan as requested in the RFP. What information does the Government require the offeror to provide in the subcontracting plan or will the subcontracting plan be required after award based on the task order requests? Please clarify the subcontracting plan request.
Answer: Contract maximum value is provided in Section B for you to use. Propose percentages and estimated dollar values accordingly.
7. RFP Page 48, Part IV Subcontracting Plan – Will the Government accept a proposed subcontracting plan in the offeror’s format that contains the information in J.5 or must only the subcontracting plan provided in J.5 be used?
Answer: Use the format provided in J.5.
