About this file
This document is a Request for Qualifications (RFQA) issued by the Western Connecticut Council of Governments (WestCOG) for a feasibility study on noise pollution abatement along the Metro-North Railroad's New Canaan Branch Line. WestCOG is seeking consultants or firms with experience in transportation planning, engineering, and public involvement to conduct this study, which will be funded by the Connecticut Department of Transportation. The goal is to identify cost-effective approaches to implementing noise reduction measures, quiet zones, or other methods to reduce the environmental impacts on nearby residents and businesses while improving safety at the railway-highway grade crossings. The RFQA is open to all vendors, with a submission deadline of April 8, 2022 at 4:00 PM EDT. The complete RFP can be found on the WestCOG website.
The RFQA does not specify any pricing terms, set-asides, incumbents, funding amounts or sources. It simply outlines the project background and objectives, and invites qualified firms to submit statements of qualifications by the stated deadline.
