About this file

This is a Statement of Work (SOW) for the hauling, inspection, surface preparation, coating, and repair of the PF-613 MERLIN, a 41-foot aluminum-hulled utility tugboat owned by the Maritime Administration. The vessel requires haul-out at a facility in the San Francisco Bay area (including Sacramento and Stockton upriver areas), hull and topside cleaning using high-pressure fresh water (minimum 3,000 PSI), surface preparation including sanding and spot bare metal power tool cleaning, renewal of four transom aluminum anodes and six clamp-on shaft anodes, and complete recoating of both underwater and freeboard surfaces. Underwater coating work includes application of US Paint etching primer G-9072 or equal, International Intershield 300V or equal, and International Interspeed 6400NA antifouling in red and black. Freeboard coating requires the same primer and intermediate coat followed by one full coat of Interthane 990HS or equal in Caribbean Blue. The SOW also specifies inspection and renewal of port and starboard shaft seals using Duramax seal kits and measurement of bearing clearances. All work must comply with American Bureau of Shipping, U.S. Coast Guard, OSHA, and American Welding Society standards, with contractor responsibility for gas-freeing certification, hazardous waste disposal, debris removal, and vessel cleanliness upon completion.

The related solicitation (6991PE26Q000005) is a combined synopsis and Request for Quotation issued by the Department of Transportation Maritime Administration for this work. The procurement is a total small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a 1,300-employee size standard, and the award will be a firm fixed price purchase order. The period of performance is 60 days after award, with the Government also budgeting up to 100 supplemental labor hours at a fully burdened hourly rate and $20,000 not-to-exceed for supplemental materials and subcontracted services. Questions regarding the solicitation were due to the Contracting Officer (jon.meagher@dot.gov) by April 24, 2026 at 1:00 PM Pacific Time. All work must follow coating manufacturer recommendations under manufacturer representative supervision, and the contractor must provide daily reports on conditions found, inspection results, and any recommendations requiring Contracting Officer approval.
