About this file
This is a Description/Specifications/Work Statement for drydocking and repair services of Fleet Barge (FB)-681, a 110-foot vessel owned by the Maritime Administration (MARAD) under the Department of Transportation. The vessel, built in 1986 with a displacement of 144 long tons and draft of 3 feet 6 inches, requires comprehensive hull maintenance and restoration work in the San Francisco Bay area.
The core services include hauling out the vessel, cleaning the underwater hull of aquatic growth, inspecting hull coatings, performing surface preparation and coating to preserve the hull and exposed main deck, renewing hull anodes, and executing miscellaneous repairs. Specific deliverables include: delivery and return of the barge via tug services; dry docking and launching with safe access provisions; exterior hull and topside cleaning using high-pressure water at minimum 3000 PSI; ultrasonic hull gauging with approximately 250 measurement shots; abrasive grit blasting to SSPC-SP6 Commercial Blast Cleaning standards for underwater hull, freeboard, and main deck; application of multi-coat epoxy and polyurethane coatings including Intershield 300V, Interspeed 6400NA, Interthane 990V, and Intergard 264; replacement of 60 Type AHS 20 aluminum anodes in lieu of existing zinc anodes; removal and reinstallation of rubber fendering; and removal of specified steel components. The contractor must comply with American Bureau of Shipping, U.S. Coast Guard, and OSHA requirements, provide daily gas-free certificates from a certified chemist, conduct joint welding inspections with the Contracting Officer's Representative (COR), and maintain 100% coating coverage including areas obstructed by docking blocks. Supplemental work provisions include estimated not-to-exceed amounts of 200 labor hours and $30,000 for materials/subcontractor services, with supplemental material costs passed through without contractor markup. All work must be performed while the barge remains the property of the Government, with removed equipment returned aboard the vessel in clean and orderly condition.
