About this file

This document is a Questions and Answers (Q&As) file for Solicitation Number 6991PE25Q000005, related to a Floating Crane Services Blanket Purchase Agreement (BPA) for the U.S. Department of Transportation Maritime Administration's Suisun Bay Reserve Fleet (SBRF). The Q&As address three key points: the anticipated BPA Year 1 timeline (August/September 2025 to August/September 2026), guidance on submitting price sheets for multiple crane barges, and clarification on price evaluation methodology.

The pricing evaluation will be based on the total evaluated price, which is calculated by summing proposed BPA hourly rates for the entire five-year period across specific columns in the price sheet. Quoters are instructed to input hourly rates, which will automatically populate the total evaluated price in cell B34, and are advised not to modify the formula in cell B35. The government may use alternative price evaluation techniques if determined to be in the best interest of the government. The BPA's objective is to provide floating crane services for retrieving stuck anchors and lifting heavy equipment within the anchorage.

Questions and Answers (Q&As) Solicitation Number: 6991PE25Q000005

FOR:

Floating Crane Services Blanket Purchase Agreement (BPA)

1. Question: When does each BPA Year start and finish?

Answer: The Government anticipates that BPA Year 1 will start in August/September 2025 and end in August/September 2026.

2. Question: If we list more than one crane barge on the Barge/Tug Fleet Submittal Form, should we also provide separate Price Sheets for those additional crane barges?

Answer: If more than one crane barge is proposed, the quoter may provide separate Price Sheets for those additional crane barges. If additional price sheets are provided, please clearly identify the applicable crane barge the price sheet is for.

3. Question: Since one of the evaluation factors is pricing, how will MARAD fairly evaluate the hourly rates when the duration for delivering/returning the equipment to/from SBRF hasn’t been requested? Please clarify.

Answer: In accordance with Section 10.1(3) of the Combined Synopsis/Solicitation, the total evaluated price will be used for the price evaluation and is based on adding the proposed hourly rates for each year for the entire five-year period. The total evaluated price listed in the Price Sheet is the sum of proposed BPA hourly rates in Column B (B7+B8+B13+B14+B19+B20+B25+B26+B31+B32). Once the hourly rates are inputted in the price sheet, the total evaluated price in cell B34 should auto-populate. Quoters should not change the formula in cell B35. The duration (hours) are not used to calculate the total evaluated price. The Government may use other price evaluation techniques if determined to be in the best interest of the Government.
