Specifics for the FB-674 and FB-680
0001.0 CORE SERVICES
The core services of this work package are to drydock or otherwise haul out the barges, clean, perform surface preparation and coating to preserve the hulls and exposed main deck surfaces, renew the hull anodes, and perform other miscellaneous repairs.
Sub-CLINs 0001.1 – 0001.8 apply to both barges.
Sub-CLINs 0001.9 – 0001.13 apply to FB-674 only.
Sub-CLIN 0002.0 applies to both barges.
Note: Government-furnished material is provided for installation of inclined ladders on both barges as specified in CLIN 0001.8.
0001.1 DELIVERY
Provide tug(s), pilotage and riding crew as necessary, and any other services required to move the barges from their current berths in SBRF to the contractor’s shipyard. Provide assist tugs as required to place the barges in and out of the contractor’s drydock. Upon completion of repairs, return the barges to SBRF.
0001.2 DRY-DOCKING
A. Drydock the barges for inspection, coating and repairs as described herein. At the completion of the required work, undock the barges. All movement of the barges on to and off of drydock shall be the contractor’s responsibility. The drydocking block plans from the barges’ last drydockings (FB-674 in 2010; FB-680 in 2014) are provided.
B. Fleet the barges for access to hull areas obstructed by docking blocks to assure 100% coating coverage on hull bottoms.
C. Provide a drydocking report to the COR showing both locations of blocks and the exact locations of all anodes prior to re-delivery and Government acceptance of the vessel.
0001.3
HULL AND TOPSIDE CLEANING AND INSPECTION
This section deals with the cleaning and inspection of the vessel’s exterior, which includes the entire hull (underwater and freeboard), main deck, deck house, vents and fittings.
A. Secure all openings to prevent the ingress of wash water, including deck house, deck house roof-top hatches, watertight doors, sliding and roll up doors, vents, port lights, and tank vents. Water-wash the entire barges exterior, including deck house, exterior main deck, sides, rakes, and bottom, port and stbd, fore and aft, using high-pressure fresh water at a minimum of 3000 PSI to remove dirt, growth and salts. Scrape hull where growth is tightly adhering. Examine hull, deck and deck house for apparent damage and coating failure. Submit a written report within one day of conditions found showing discrepancies found and their location to the COR.
B. Handling, storage and disposal of hazardous waste, if any, generated as a result of the cleaning operation shall be the responsibility of the contractor, as being the generator. Disposal of any hazardous waste shall be at the contractor’s expense and in accordance with all local, state and federal regulations.
0001.4 SURFACE PREPARATION
A. Prior to surface preparation, secure all watertight doors, sliding and roll up doors, hatches, port lights, and other openings to prevent ingress of blast contaminants. Pay special attention to the roll up doors and sliding doors since there are materials and equipment stowed inside the deck house. Protect the roll up doors aboard FB-680 from blast damage. After protective measures have been accomplished, prepare surfaces for coating as follows:
1. Underwater body: Abrasive grit blast to SSPC-SP6 Commercial Blast Cleaning.
2. Freeboard: Abrasive grit blast to SSPC-SP6 Commercial Blast Cleaning.
3. Exterior main deck, including bitts, cleats, chocks, vents and manhole covers: Abrasive grit blast to SSPC-SP6 Commercial Blast Cleaning.
4. Deck House: not to be grit blasted.
B. Upon completion of surface preparation, the Contractor is to make a visual inspection of the entire hull and main deck. Contractor is to submit a written report of the conditions found during this inspection and make recommendations, if any to the COR.
C. Handling, storage and disposal of hazardous waste, if any, generated as a result of the blasting operation shall be the responsibility of the contractor, as being the generator. Disposal of any hazardous waste shall be at the contractor’s expense and in accordance with all local, state and federal regulations.
