About this file
This document is a set of Questions and Answers (Q&As) for Solicitation Number 6991PE24Q000008, which is a requirement by the U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) to perform routine drydocking and repair of two service crafts, the PF-610 OSPREY and PF-611 KESTREL.
The key details include: surface preparation and coating of the vessels' hulls, replacement of the fendering system, and potential repairs identified during the drydocking process as outlined in the Statement of Work (SOW). The Q&As address clarifications on surface preparation, freeboard coating, fendering replacement, and the allocation of supplemental funding between the two vessels. The solicitation does not provide Government Furnished fenders, and the full fendering system will need to be removed and replaced. The amounts specified for the supplemental CLINs apply to both vessels.

Questions and Answers (Q&As) Solicitation Number: 6991PE24Q000008
FOR:
PF-610 OSPREY & PF-611 KESTREL Combined Hauling & Bottom Coating
1. Question:
1.5 Shafting
a. We would not prepare grates to SP10. SP3 should be sufficient and has been completed this way in the past. Is this sufficient?
Answer: Yes, this is sufficient. The Statement of Work has been revised to reflect this.
2. Question:
1.6 Freeboard Coatings
a. The specification states coatings for the Osprey freeboard, but it does not note anything about preparation of the freeboard. Should we include preparation time on the bid?
Answer: Yes, please include preparation time. The PF-610 OSPREY will be painted. The PF-611 KESTREL will only require the underwater hull coating.
3. Question:
1.7 Fendering
a. Do you have pictures, measurements and/or a description of the damage?
Answer: There is no visible damage to the fender. It is old and in need of replacement.
The fender measures 35 feet per side. If the fender can be removed and a new one can be installed without steel work, that will be acceptable. There is minimal damage to some areas that may require repair. See attached photos.
b. Will the full fendering system need to be removed?
Answer: Yes, the full fendering should be removed and replaced.
c. Should we quote full renewal just to cover it?
Answer: Yes, please quote for the full renewal.
d. It states to install "new" fendering. Will SBRF provide new fenders?
Answer: No, the fendering will not be Government Furnished. It is understood that there will be a lead time in order to acquire the fendering.
4. Question:
2.1 & 2.2 Supplemental
a. Do you anticipate a certain amount dedicated to Osprey and an amount to Kestrel? Or just one amount for both vessels?
Answer: The amounts specified for the supplemental CLINs apply to both vessels.
