About this file
This document contains questions and answers regarding Solicitation Number 6991PE24Q000004 for renewable diesel fuel. The U.S. Department of Transportation Maritime Administration's Suisun Bay Reserve Fleet in Benicia, California requires one delivery per year of renewable diesel fuel for use in its fleet service vessels. The base year delivery amount is 18,750 gallons delivered in one day, with subsequent option year deliveries of 11,250 gallons each. The fuel must be RED dyed for off-road use in the facility's service craft. Ramos Oil Company was the previous supplier. Pricing will be based on the daily OPIS renewable diesel fuel price at pickup plus a fixed contract unit price for delivery. Delivery drivers must be able to access the facility's pier and fuel barge connection, which uses a 3-inch female camlock fitting.

FOR:
Renewable Diesel Fuel
1. Question:
How many deliveries are being made per year?
Answer: One.
2. Question:
Does someone from the facility call the requests for deliveries in?
Answer: Yes, Mr. Joe Pecoraro or another designated Suisun Bay Reserve Fleet (SBRF) representative will be calling for delivery requests.
3. Question:
What are the average delivery sizes?
Answer: There is to be one delivery in the Base Year of 18,750 gallons, all delivered in one day, if possible, from however many trucks it takes. There is to be one delivery in each subsequent Option Year of 11,250 gallons, again, all delivered in one day, if possible.
4. Question:
Can you please confirm this IFB is for RED dyed renewable diesel?
Answer: Yes, the fuel is to be used for off-road equipment, specifically service craft (boats).
5. Question:
Who is the incumbent supplier?
Answer: Various refineries in the San Francisco Bay Area, and Sacramento. But that was for the supply of CARB red-dyed ultra-low-sulfur diesel fuel, not renewable diesel.
6. Question:
Who has been making the deliveries?
Answer: Ramos Oil Company had been making the deliveries under the previous contract.
7. Question:
Are there any special access requirements for the delivery drivers?
Answer: No special access requirements, such as a Transportation Worker’s Identification Card (TWIC). However, delivery drivers must be able to drive up a 12 degree inclined ramp up to the facility’s pier, and drive down said pier (1500 feet long) to the pierhead at the end. They must

As a reminder, a site visit at SBRF is required so quoters can observe the layout of the facility.
Quotations will not be accepted unless a site visit is attended.
8. Question:
What is type/size of the coupler used to connect to the tank?
Answer: 3 inch female camlock. The tank is actually a fuel barge, and the camlock fitting is in the end of the manifold on deck.
As a reminder, a site visit at SBRF is required so quoters can observe the layout of the facility.
Quotations will not be accepted unless a site visit is attended.
9. Question:
Page 1 of the Synopsis mentions fixed price. Can you please confirm whether this is a fixed MARKUP over OPIS versus a fixed price?
Answer:
Pricing for invoicing purposes shall be based on 2 components:
(1) The daily OPIS R99 Renewable Diesel Fuel Rack Price (dollars per gallon) effective at the date, time, and location of pickup at the refinery.
(2) The contract awarded unit price (dollars per gallon) for cost of delivery during the period of performance which shall include all labor, equipment, transportation expenses, overhead, general and administrative expenses and profit.
The second component is shown as the Delivery Charge (Item 2) in the Pricing Schedule and is a fixed unit price.
For clarification purposes, Section 5 (Page 1) of the Combined Synopsis/Solicitation has been revised to direct quoters to Section 8.4 which defines the pricing structure.
