9.1 General Instructions

(2) System for Award Management (SAM) Registration. SAM REGISTRATION IS REQUIRED.
Contractors may obtain information on registration and annual confirmation requirements via SAM accessed through https://www.sam.gov. Lack of registration in SAM may make a quoter ineligible for award. Information on how to register and the time required is detailed in FAR 52.204-7.
(3) Representations and Certifications. Quoters are strongly encouraged to complete the annual representations and certifications of FAR 52.212-3 electronically in SAM accessed through https://www.sam.gov. If a quoter has not completed the annual representations and certifications electronically at the SAM website, the quoter shall submit a completed copy of the representations and certifications at FAR 52.212-3 available at https://www.acquisition.gov/browse/index/far with the quotation.
9.2 Quotation Instructions
At a minimum, include the following:
(1) Technical Approach. Provide a technical approach narrative addressing how the individual work items outlined in the specifications will be accomplished. The narrative shall not exceed six (6) pages.
The Quoter shall identify any technical assumptions clearly and explain such assumptions in their Technical Approach. If technical assumptions are not noted, it will be expected that the quotation reflects no technical assumptions for award and agrees to comply with all the terms and conditions set forth in the solicitation and specifications.

(3) Experience. Provide a listing of up to three (3) relevant projects completed within the past five (5) years. “Relevant” is defined as a project for work involving vessels of similar characteristics to those described in the specifications or larger (e.g., commercial, Navy, and Coast Guard), and work similar in scope to the specifications. Each project shall not exceed one (1) page and include the following information as applicable:
• Project name

Please ensure that the price quotation is valid for at least 30 days from the date of established for receipt of quotations. The price quotation should be included in a separate document to facilitate an independent evaluation.
10. Basis of Award and Evaluation Criteria
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The Government plans to award a single purchase order to a sole responsible quoter with the lowest total evaluated price meeting or exceeding technical acceptability standards.
The government anticipates selecting the best-suited contractor from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best technical solutions and price in response to this RFQ.
Once the government determines the contractor that is the best suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and purchase order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues.
10.1 Evaluation Factors
The following factors shall be used to evaluate quotations:
1. Technical Acceptability - Technical information, to include the quoter’s technical approach, project schedule, subcontractors, and experience, will be evaluated to determine if the quoter understands the requirement and has the expertise required to successfully complete the work as described.
6991PE22Q000009 Solicitation Page 15
Experience is the “type of work” the quoter has performed. For evaluating technical experience, “relevant” is defined as a project for removal, transport and disposal of hazardous materials and hazardous waste involving vessels of similar characteristics to those described in the specifications or larger (e.g., commercial, Navy, and Coast Guard), and work similar in scope to the specifications. A quoter without a history of relevant experience for work completed within the past five (5) years will receive an “Unacceptable” rating for the Technical Acceptability factor. The Government may contact all or some of the references to verify information obtained or follow-up regarding status of responses.
2. Price - Total evaluated price will be the sum of quotations for all contract line items, including optional items.
10.2 Adjectival Rating Definitions
The following ratings definitions will be utilized in the evaluation of the non-price evaluation factors:
Technical Acceptability
Rating Definition Acceptable (A)
All of the minimum acceptable criteria are clearly met by the quotation. The quotation meets the performance and technical capability requirements defined in the specifications and solicitation.
Unacceptable (U)
Not all the minimum acceptable criteria are met by the quotation.
An unacceptable quotation contains one or more…
