Statement of Work Tug Services for SBRF Intra-Fleet Moves, Summer/Fall 2019

· Move CAPE GIRARDEAU to offshore J-Row, vacating its berth on K-Row for PETERSBURG when it returns to the Fleet.
· Move GREEN MOUNTAIN STATE from its current position on I-Row to a new position approximately 500 feet closer inshore. The offshore end of I-Row encroaches on the NE boundary of General Anchorage 26.
· Move CAPE BOVER to inshore J-Row.
The Contractor shall provide all tug boats, fuel, crew, Pilot(s), person in charge (PIC) as necessary, and insurance required to shift the ships listed above. During the evolutions, each vessel will be in a dead ship condition.
Prior to the evolutions, SBRF will:
· Have placed fenders as needed.
· Ensure that shaft and rudder locks are secure.
· Remove brows between ships.
· Stow accom ladder, if required.
· Disconnect shore power to ship as appropriate.
· Utilize their generator vessel (56’ utility boat) to provide power for anchor windlasses during each ship move.
· Provide all line handlers and riding crew aboard the vessels.
· Provide transportation for the Pilot/PIC to and from the SBRF pier to the ship if required.
· Relocate barges and craft nested around CAPE JACOB.
The contractor will:
· Provide appropriately sized tugs, per Pilot’s recommendations, to move each ship.
· Provide appropriately sized tug to act as motive power to maneuver SBRF’s anchor dropping vessel in order to run out anchor chain and drop anchors. The drop vessel will either be SBRF’s tug FALCON or a barge.
· Provide Pilot and, if required, person-in-charge to direct the moves.
Due to the amount of time each move will take, and considering weather, tide and current, each move will occur on a different day.
The ships are to be moved in the following order:
1. Move CAPE GIRARDEAU from inshore K-Row to offshore J-Row, bow downstream, stbd side to.
a. Contractor to provide tugs to make up alongside CAPE GIRARDEAU and hold in position.
b. SBRF releases two stern anchors from CAPE GIRARDEAU.
c. SBRF will remove all mooring lines.
d. Contractor tugs maneuver CAPE GIRARDEAU downstream while SBRF crew hauls in the ship’s bow anchors to the dip with the ship’s windlass.
e. Contractor moves ship to offshore J-Row and holds alongside until SBRF has tied the ship up.
f. Once secure alongside, SBRF will attach stern anchor chain to CAPE GIRARDEAU, and hang anchor on SBRF drop vessel.
g. Contractor tug to maneuver SBRF drop vessel to the anchor drop point. SBRF drops anchor.
h. Repeat d. and e. above for the other stern anchor and both bow anchors.
2. Move GREEN MOUNTAIN STATE inshore approx. 500 feet.
a. Contractor to provide tugs to make up alongside GREEN MOUNTAIN STATE and hold in position.
b. SBRF underruns and hauls bow anchors to the dip.
c. SBRF will remove all mooring lines.
d. Contractor to move the ship inshore, working against two stern anchors and chain attached to GREEN MOUNTAIN STATE that will remain deployed. The chains have an inshore lead to them now. When the ship is positioned optimally, both anchor chains should lead almost straight back from the ship’s stern.
e. Pilot/tugs hold ship in position until SBRF runs bow anchors back out.
f. SBRF lowers bow anchor to SBRF drop vessel and secures.
g. Contractor tug to maneuver SBRF drop vessel to the anchor drop point. SBRF drops anchor.
h. Repeat f. and g. above for the other bow anchor.
3. Move CAPE BOVER from I-Row to offshore J-Row, bow downstream, stbd side to.
a. Contractor to provide tugs to make up alongside CAPE BOVER and hold in position.
b. SBRF releases two stern anchors from CAPE BOVER.
c. SBRF will remove all mooring lines.
d. Contractor tugs maneuver CAPE BOVER downstream while SBRF crew hauls in the ship’s bow anchors to the dip with the ship’s windlass.
e. Contractor tugs maneuver CAPE BOVER to inshore J-Row. Hold alongside while SBRF crew secures the ship.
f. Once secure alongside, SBRF will attach stern anchor chain to CAPE BOVER, and hang anchor on SBRF drop vessel, using SBRF crane barge.
g. Contractor tug to maneuver SBRF drop vessel to the anchor drop point. SBRF drops anchor.
h. Repeat d. and e. above for the other stern anchor and both bow anchors.
Prior to submitting of quotes, the Contractor shall attend a site visit at the SBRF to discuss the evolution and view the ships/row if desired.
After contract award, the Contractor shall meet with SBRF to finalize the planning of the evolution, at which time tide charts and weather forecast will be reviewed to determine conditions which will be the most favorable for the moves.
The Contractor’s quote submission will consist of the following elements:
a. The hourly rate for each tug,
b. The total price for each tug to perform the work, portal-to-portal. It is assumed that there will be six (6) hours of work and base pricing shall be quoted as such. An option of up to three (3) hours work may be exercised in one hour increments.
c. The price for pilotage/PIC.
d. A description of the number and type of tugs that will be utilized by the Contractor to perform the work as outlined in this statement of work.
